The Maryland Department of General Services (DGS) is seeking a Project Manager to lead the development of a comprehensive Statewide Facilities Master Plan. This role involves coordinating a multi-agency effort to assess facility needs and deliver recommendations for efficient and sustainable use of state resources.

Responsibilities

Lead the development and delivery of a comprehensive Statewide Facilities Master Plan for the Maryland Department of General Services (DGS)
Coordinate a multi-agency planning effort to assess the condition, utilization, and future needs of state-owned and leased facilities
Deliver strategic, data-driven recommendations for capital investment, sustainability, and space optimization

Required

Graduation from an accredited high school or possession of a high school equivalency certificate
Six years of administrative staff or professional work
Three years of Public Sector Experience: Experience working within a government framework
Three Real Estate Expertise: Strong understanding of real estate portfolio management, including owned vs. leased properties, lease terms, and facility assessments
Three years developing financial models, performing cost-benefit analyses, and identifying funding opportunities to improve the state's fiscal position

Preferred

Experience in a project management role for a public sector or government organization. Background in financial analysis and the development of business cases for large-scale projects
Experience with sustainability and energy-efficiency initiatives, particularly those related to government buildings or large property portfolios
Proven ability to lead and manage projects that involve a diverse group of stakeholders from multiple agencies and departments
Knowledge of relevant state-specific policies and regulations, such as Maryland's Climate Solutions Now Act of 2022
Familiarity with data visualization tools and the ability to create dashboards for presenting complex information
Experience conducting workshops and interviews with senior-level leaders and subject matter experts
Strong negotiation and conflict resolution skills to manage competing priorities among different stakeholders

Benefits

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.
As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled.
The State of Maryland will subsidize the remaining 75% of the cost for these benefits.
You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
