COMSEC / 5G cellular / VHF Systems Engineer - Active Top Secret Required

Responsibilities
Assist in the planning, configuration, implementation, and installation of mobile and fixed communications platforms
Manage inventory control documents and life cycle maintenance schedules associated with operational equipment
Conduct routine and emergency maintenance and repair actions on: Wideband Satellite Communications (SATCOM) equipment, Voice Over Internet Protocol (VOIP) endpoints, Ultra-high Frequency/Super-high Frequency/Very-high Frequency/High Frequency (UHF/SHF/VHF/HF) radio platforms, desktop and laptop computer terminals, fiber optic media converters and repeaters, and data equipment to include server hardware, keyboard video and mouse (KVM) terminals, routers, switches, and fiber distribution panels
Provide administration, operations support, technical support, and customer support on deployed Land Mobile Radio (LMR), SATCOM, 5G cellular routers, and Windows terminals in a field environment
Receive, transport, load, and configure communications security (COMSEC) keying material for secure communications equipment
Provide feedback and guidance in developing solutions to unique mission requirements involving replacement, upgrades, and augmentations to existing communications capabilities
Develop, standardize, and deliver training seminars or lectures to customers covering the proper operations and maintenance of mobile secure communications platforms
Document standard operating procedures, routine tasks, updates to systems information in manuals, diagrams, reports, and flow charts
Assist directly in logistics operations pertaining to acquisition, receipt, relocation, and deployment of equipment
Qualification
Required
Active Top Secret clearance
Top Secret/SCI eligibility
3+ years of related experience
US Citizenship required
Excellent written and verbal communications skills
Ability to articulate complex mission information to members of U.S. Government's leadership
Self-sufficient and capable of maintaining required operational tempo when working autonomously or with minimal supervision
BS/BA or equivalent experience
CompTIA Security+ (or DoDD 8140 IAT II Compliance)
Excellent written communication and technical documentation skills
Highly knowledgeable on mobile communications systems including Iridium satellite constellation, 4G LTE/5G mobile routers, secure mobile cellular devices, and VHF/SHF/UHF radio platforms
Understanding of IP networking fundamentals, VOIP systems architecture, encrypted video teleconferencing (VTC) systems, and the Public Switched Telephone Network (PSTN)
Knowledge of satellite communications technologies including UHF/Ku/Ka bands, Milstar capabilities, WGS capabilities, TDMA and FDMA network architecture
Knowledge of radio frequency theory, including HF radio propagation, VHF radio capabilities, and radio encryption methods
Understanding of site design and equipment integration based on established deployment operating procedures and requirements
Familiar with systems integration procedures including hardware framing and mounting methods, basic soldering, power tool operation, minor modification of plastic and metal bench stock parts, and cable installation and removal techniques
Knowledge of general principles of electrical circuits, fabricating and splicing of electrical connectors, and testing electronic equipment using digital multimeters
Experience in troubleshooting complex communications problems using specialized testing equipment such as spectrum analyzers, optical time domain reflectometers (OTDR), bit error rate testers, network traffic analyzers, and packet inspection equipment
Working knowledge of Windows 10, Windows administrative tools, and Windows software interoperability
Knowledge of generally accepted standards pertaining to technical writing/documentation associated with operational requirements documents, standard operating procedures, and quick reference guides
Understanding of solutions procurement process including assessment of alternatives, requirements analysis, budget restrictions, and implementation constraints
Available for travel within the continental United States for periods of time up to two weeks in support of mission activities
Capable of establishing and cultivating friendly relationships with partner agency personnel, third party equipment providers, and sibling programs
Work location will be in Washington, D.C. and offices in the DMV area. Work hours are flexible, but contract staff must meet minimal requirements on a weekly basis. CONUS travel is at the request of the customer and may not be flexible under some circumstances
