Utilities Energy Manager Branch Head

Responsibilities

You will serve as the subject matter expert and advisor to the Installation Commanding Officer and Public Works Officer on utilities, Facility Related Control System, energy, and water matters, ensuring alignment with mandates and installation goals
You will develop and implement Installation Utility, Energy and Water Plans and policies in line with regional and installation objectives
You will manage the Utilities and Energy Management annual budget, ensuring quality control measures are in place
You will develop, implement, and manage programs and initiatives to support mandates and achieve installation goals, utilizing Maximo or similar work management software
You will provide leadership and guidance to the installation on strategic plan execution and provide related training
You will prepare and evaluate installation reports, responses to taskers, data calls, metrics, and award submittals
You will collect and validate utility usage data and cost accounting information, tracking base utility usage and providing estimates
You will plan, implement, oversee, and coordinate capital investment, FRCS, energy security, and utility modernization projects from inception to completion
You will oversee and manage audits, surveys, and studies of facilities
You will create and review Statements of Work (SOW), Request for Proposals (RFPs), and Government Cost Estimates (GCEs) for projects
You will develop and track the installation utility projects for inclusion in the Integrated Priority Lists (IPLs)
You will prepare, review, and analyze commodity consumption and intensity reports to identify reduction opportunities
You will provide planning assistance to the Regional Energy Program Manager (REPM)
You will oversee the installation’s Utilities Infrastructure and Condition Assessment Program (UICAP) including management of the Utility Risk Tool (URT)

Required

Successful completion of a professional engineering degree
Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States
Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
This is an overseas position. You will be subject to and must be able to satisfy the overseas requirements
Must be able to obtain and maintain a U.S. Passport
May be required to obtain a VISA dependent on the overseas country's laws/regulations
You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain a current valid United States driver's license
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
Your resume must also demonstrate at least one year of specialized experience at the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing general engineering duties related to utilities and energy management
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance
