Mission Knowledge Transfer Manager (Program Manager 2/3)
Los Alamos National Laboratory (LANL) is a multidisciplinary research institution engaged in strategic science on behalf of national security. They are seeking a Program Manager 2/3 to lead the design and improvement of classified learning programs and pathways, ensuring alignment with mission objectives and workforce readiness. Responsibilities
Lead the design, integration, and continuous improvement of classified learning programs and pathways across the Laboratory's Weapons Program
Serve as the lead for curriculum and learning pathway design-ensuring that learning content, assessment strategies, and instructional delivery align with defined learning objectives and mission outcomes
Create frameworks that translate content generated by the National Security Research Center (NSRC) into measurable, impactful learning experiences that advance mission-aligned workforce readiness and knowledge transfer across the Weapons Program
Guide the evolution of learning design practices, ensuring that Weapons Learning's portfolio is data-informed, measurable, and scalable to meet emerging classified learning and knowledge transfer needs beyond LANL
Collaborate with experts to design, implement, and refine learning programs and pathways that translate complex technical knowledge into accessible, outcome-based instruction
Support the development of curricula, assessment methods, and delivery standards that ensure quality and consistency across digital, blended, and specialized learning environments
Lead the integration and continuous improvement of comprehensive knowledge transfer programs, guide processes that apply evidence-based instructional practices, and ensure alignment with mission objectives and institutional priorities
Serve as a key connector across teams-bridging content experts, knowledge managers, and technical staff to deliver measurable, scalable learning experiences
Mentor others in learning design and assessment practices, promote collaboration with internal and external partners, and model excellence in program execution
Qualification
Required
Demonstrated ability to design and deliver effective learning experiences using principles of learning science, instructional design, and curriculum development
Experience developing courses or programs that connect learning objectives to measurable outcomes
Experience implementing modern learning modalities such as digital, blended, and experiential learning
Ability to adapt instructional methods to unique or constrained environments
Proven skill in managing projects, coordinating tasks, and delivering results on time
Ability to connect individual courses and materials to broader program goals
Familiarity with assessment strategies used to evaluate learning outcomes for adult learners and effectiveness at both individual and group levels
Strong ability to work effectively with multidisciplinary teams, including subject matter experts, knowledge managers, technical staff, and program leaders
Excellent written and verbal communication skills
Deep understanding of learning theory, curriculum design, and instructional assessment
Demonstrated success leading complex learning initiatives that improve workforce capability and align with organizational mission
Proven ability to oversee the design, coordination, and ongoing enhancement of learning programs and pathways
Experience establishing frameworks and standards for learning quality, assessment, and scalability across multiple delivery modes
Ability to design and implement systems to measure learning effectiveness and impact
Skilled in using data and assessment outcomes to guide program improvement and decision-making
Strong record of collaboration across interdisciplinary teams and organizations
Ability to influence without authority, connecting diverse stakeholders around shared learning and workforce development goals
Experience mentoring others in learning design, assessment, or program implementation
Commitment to fostering a culture of excellence and continuous learning within the team
Position requires a bachelor's degree in a related field from an accredited institution and 5 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation

Preferred
Graduate degree in Learning Science, Curriculum and Instruction, Educational Psychology, or a related field
Demonstrated ability to lead learning programs within secure, classified, or complex regulatory environments
Experience partnering with higher education or research institutions to develop shared learning or workforce initiatives
Recognized contributor to the field of learning design or assessment innovation in technical or scientific contexts
