DEPUTY CHIEF OF STAFF

Responsibilities

Serves as the "alter ego" for the JTF-CS Chief of Staff, responsible for planning, organizing, and managing the activities of the organization
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors
Represents JTF-CS with a variety of commands and functional area organizations
Information System Authorizing Official. Formally assumes responsibility for operating an information system at an acceptable level of risk to organizational operations, assets, individuals, other organizations, and the nation (CNSSI 4009)

This is a supervisory position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement
This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmented Information clearance as a condition of employment
Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY)
Employee may be required to work and/or be 'on call' after normal duty hours, which may include evenings, weekends or holidays and is subject to short- or no-notice recall to duty during exercises, crises, or contingencies
Employee will be required to attend periodic command and/or civic related social functions and related events after normal duty hours
Employee is required to file and submit an initial and annual Confidential Financial Disclosure (OGE Fm 450) report in the electronic Financial Disclosure Management (FDM) system in accordance with DoD 5500.07-R, Joint Ethics Regulation
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing
May be required to perform Battle Roster functions during Exercise and Real-World events
This is a KEY position IAW 3 2 CFR, Part 44 Appendix A and DOD Directive 1 200. 7
IAW DODI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF)
YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed 'Unscheduled' Telework
This position is designated as part of the Cyberspace Workforce. As a condition of employment, the incumbent is required to achieve both the foundational (within 9 months) and resident (within 12 months) qualification requirements outlined in IAW DODM 8140. 03 for each work role at the assigned proficiency levels
Failure to achieve qualifications or to obtain an approved waiver for cyberspace work role(s) within stated timelines will be removed from the duties associated with the work role
A minimum of 20 hours per year of Continuous Professional Development or education activities is required to maintain and enhance competence
Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent
Knowledge of the various national policies, objectives, doctrine, and strategy involving CBRN and all-hazards DSCA support functions, operations, procedures, practices and the roles and responsibilities of the supporting agencies in both CONUS and OCONUS locations
Knowledge of personnel management, EEO, safety and security regulations, practices, and procedures
Knowledge of the roles, policies, procedures and organizational structure of DOD Agencies, Services, Joint organizations, and Joint Force Commander's concept of operations
Knowledge of information systems Security Assessment and Authorization processes
Ability to plan, organize, and direct the functions of an organization through subordinate supervisors
Ability to communicate effectively, both orally and in writing
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources
Credit will be given for appropriate unpaid and or part-time work
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week
You must submit a copy of the agency notice, your most recent performance rating, and your most recent SF-50 noting position, grade level, and duty location
If you wish to be considered as a promotion candidate and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one-year time-in-grade requirements
