Housing Supports Program Coordinator II-Community Development (18 month project position)
Clark County WA is focused on improving housing outcomes for populations with complex issues, particularly those experiencing behavioral health needs. The Housing Supports Program Coordinator II will ensure effective service delivery among homeless service providers, provide technical assistance, and develop strategies to address gaps in the homeless system.

Responsibilities
Ensuring homeless service providers have a housing with supportive services focus that also extends to persons with behavioral health needs
Researching and staying knowledgeable on accepted and established best practices for housing persons with comorbidities that include behavioral health needs
Providing technical assistance to contracted service providers and county staff regarding best practices in serving and housing persons with behavioral health needs
Improving the effectiveness of the continuum of care by identifying Clark County homeless system gaps in services to house people with complex issues with a special focus on behavioral health
Actively working to improve the effectiveness of the continuum of care by participating in, researching and preparing recommendations to resolve program/project issues
Monitoring and preparing reports to funding agencies on the progress and achieved outcomes of programs
Utilizing data to identify community needs, program efficacy and progress toward key performance measurements
Conducting federal and state contract compliance reviews, requests for application (RFA) processes and ensuring contract and systemic requirements and/or incentive opportunities are met
Providing training and technical assistance to homeless system providers and helping them implement new innovative programs that work with the housing and behavioral health systems
Acting as liaison to other agencies concerned with housing and homeless activities and assisting in providing information and assistance to the public
Working with staff and providers to ensure programs are culturally proficient to meet the needs of a diverse population and serve historically marginalized populations
Gathering data and developing reports or press releases to share with the media, public and/or post on the department webpage
Qualification
Required
Bachelor's degree in public administration, social work or a closely related field
At least two years of experience in public sector contract management especially homeless and housing programs, grant administration, project management or a related field
The degree must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education
Official transcripts will be required at the time of hire
All combinations of education, experience, and training that demonstrate the ability to perform the work will be considered
The successful candidate must pass a criminal background check, as required by RCW 43.43.830
Evidence of valid driver's license and certified copy of current driving record (CCDR) are required at time of hire
Preferred
Master's degree is highly desirable
Knowledge of federal, state, and local funding sources and methods for homeless programs
Knowledge of Housing First, Rapid Rehousing, Coordinated Assessment and Entry, Progressive Engagement, harm reduction, and other evidence-based best practices related to homelessness and housing on programmatic and systemic levels
Experience preparing and presenting information to boards, elected officials, and other policy/decision making groups
Experience providing complex technical assistance and implementing research-based best practices across continuums
Experience providing culturally aware facilitation and supporting coordination and integration of services
Experience providing direct services to people who are low-income and/or homeless
Familiarity with the Homeless Management Information System (HMIS) and utilizing the data for analysis and tracking performance
Knowledge and/or experience working with populations with comorbidities especially substance use and mental health disorders
Experience gathering and using data to develop reports and press releases for the public and/or media
Demonstrated time-management and organizational skills
Excellent interpersonal communication skills
Strong analytical, research and written communication skills
