Responsibilities

Serves as the program specialist and project officer on designated child and youth initiatives including School Liaison Services and school transitions within the CYS Youth Education Support Services (YESS) area of operation
Program responsibilities include strategic planning, assessment and evaluation, personnel management guidance and budgeting for school liaison/transition support for mobile military children/youth
Develops and revises policy directives, plans and operational materials for Army-wide implementation
Provides technical assistance, policy interpretation and consultation through guidance materials, training events, process action teams, on-site visits, inspections and verbal and written communication
Prepares information and staff papers for release to Army staff/higher headquarters and the field
Develops contract specifications for program materials and services, and serves as government representative for contracts and grants
Responsible for development and update of designated technical and procedural manuals and training courses/conference materials

Required

Successful completion of a 4 year college or university degree with a major course of study/substantial course work which directly relates to a CYS field: early childhood / elementary / secondary / special education, child / youth development, psychology. youth program administration or a closely related field
A combination of education and experience--courses equivalent to a major in a field (24 hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above
At least thirty-six (36) months working with school personnel, students and parents, i.e., School Liaison Officer, CYS Program Manager, educational or academic leader/counselor
Knowledge of and program management experience with military lifestyle and MWR/CYS program functions
The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions
Ability to communicate effectively orally and in writing in English for both small and large group presentations
Experience in planning/conducting training and technical assistance

Preferred

Experience working in DODEA system with CYS programs (School Age and/or Middle School)
Must have experience working with and Briefing Senior Leadership

Non-foreign overseas allowances, cost of living (COLA), and differentials will be paid, contingent upon eligibility.
