Responsibilities

Plans, organizes, and directs, and controls airfield activities as Chief, Hickam Ramp Control Facility in support of flying missions, ensuring that Hickam Ramp services provided complies with legal and regulatory requirements and meet customer needs
Exercises supervisory personnel management responsibilities
Provides aircraft taxi advisories to assigned and transient aircraft operating on the Hickam Ramp Control Facility
Monitors, plans, and coordinates facility and equipment maintenance and service requirements
Represents Airfield Management/Base Operations with a variety of installation and functional area organizations

Position is designated non-critical sensitive and incumbent must be able to obtain and maintain a SECRET (S) security clearance
If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement
This position is subject to provisions of the DoD Priority Placement Program

Work may occasionally require travel away from the normal duty station on military or commercial aircraft
The incumbent must have the ability to sit and/or stand for long periods of time while controlling aircraft in a Ramp facility
The incumbent of this position will be required to climb several flights of stairs to reach the Ramp Control Tower Cab
The incumbent may be may be required to respond to short notice recall to support unscheduled contingencies/exercises to support the mission
May be required to participate in Operational Readiness Exercises and Major Accident Response Exercises
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 2150
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems
Examples of specialized experience includes maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal
This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations
Knowledge of DOD, Air Force, Federal Aviation Administration, and International Civil Aviation rules, laws, regulations, instructions, and directives as they pertain to airfield planning and design criteria, aircraft operations, and airfield management
In-depth knowledge of the Bird, Aircraft Strike Hazard (BASH) and Foreign Object Damage (FOD) programs
Knowledge of safety and security regulations, practices, and procedures
Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related, education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DoD, USAF, FAA rules, laws, regulations, instructions, and directives as they pertain to ATC ground operations, practices and phraseology, aircraft operations, and AM
Knowledge of safety and security regulations, practices, and procedures
Knowledge of the functional/operational limitations of all ATC equipment, as well as airfield lighting, weather instructions, airfield Ultra High Frequency/Very High Frequency (UHF/VHF) communications equipment, arresting systems, light gun, Enhanced Terminal Voice System (ETVS), ASDE-X, and other typical ATC type equipment as it pertains to Ramp facility services
Knowledge of aircraft flight characteristics configuration, which allows for appropriate response to in-flight and ground emergencies
Skill and ability to identify, analyze, advise, and translate complex information, make appropriate judgments, and evaluate options concerning Hickam Ramp facility, aircraft movements and airfield operations and maintenance
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization
Ability to communicate effectively, both orally and in writing

Preferred

ATC Control Tower experience and at least 3 years of Airspace and ATC management level experience with at least 10 years overall ATC experience is highly desired
