OHROD Deputy Director (DOT Executive IV)
The Maryland Department of Transportation (MDOT) is seeking a talented individual for the Deputy Director of the Office of Human Resources and Organizational Development (OHROD). This executive position is responsible for overseeing HR operations, ensuring compliance with policies, and aligning programs with organizational goals.

Responsibilities
Assist the OHROD Director in developing and implementing strategic human resources and organizational development initiatives aligned with MVA’s mission, vision, and goals
Provide direct leadership, coaching, and performance management to unit managers across all OHROD functional areas
Oversee daily operations to ensure efficient workflow, adherence to SOPs, and consistent delivery of high-quality HR services
Serve as Acting Director in the absence of the OHROD Director, ensuring continuity of operations and decision-making
Provides supervision, coaching, and development to unit managers and conducts performance management activities, including annual appraisals
Performs the essential functions of a unit manager within OHROD in the event the unit manager is absent. This can include any of the assigned functional units
Serves as an MVA OHROD representative on MDOT-wide initiatives, committees, workgroups, or improvement efforts (e.g., MDOT HR Transformation) as requested
Maintain communication and collaboration with the Office of the Attorney General and the Office of Civil Rights and Fair Practices according to policy and procedural standards
In the absence of the Director or in collaboration with the Director, leads or participates in meetings and negotiations with union leadership and key stakeholders to collaborate on sensitive and critical employee issues
Review background check summaries and make hiring or denial determinations of MVA candidates
Review and approve staff leave requests
Qualification
Preferred
A bachelor's degree from an accredited college or university
Five (5) years of professional HR work in the areas of either job analysis, job evaluation, salary administration, employee talent acquisition, employment services and benefits, employer-employee relations, HR program evaluation, or HR policy formulation
Two (2) years must have been in staff supervision and/or management of HR processes in Talent Acquisition, Employee Services, Classification & Compensation, Organizational Development, and Employee & Labor Relations
