Supervisory Health System Specialist (Facilities Operations and Maintenance Supervisor)

Responsibilities
The Incumbent performs scheduling and layout of operations, and inspection and surveillance of materials, methods, and equipment used in RMR's electronic work order program (currently Maximo), by VA employees s/he supervises
Serves as technical authority providing expert advice in the administration of Preventative Maintenance (PM) and shop level projects
Enforces standards for new or unusual projects
Routinely serves as a Contracting Officers Representative (COR) for construction and service projects
Manages and identifies potential projects for the Maintenance section of FMS
All projects will be reported to the Engineering Project Supervisor for tracking and provides facility SMEs in project development (planning, design, and construction)
The incumbent will coordinate with the Facilities Chief to obtain approval of funding for facility projects costing over $2,500 as well as staying within their budget
Works closely with shop maintenance personnel, assisting in required specifications for station level projects, nonrecurring maintenance projects and minor construction projects
Exchanges technical information with the Safety Manager, Industrial Hygienist, Patient Safety, and Infection Prevention as well as Quality Management Staff
Informs the Chief of deficiencies to program requirements, utilities, buildings, grounds, or building systems identified and documented for a project submission
Provides direct supervision to employees performing a variety of duties supporting the Operations and Maintenance (O&M) Section of the VA Medical Center
This responsibility includes development of performance standards, writing position descriptions, evaluating work performance, counseling employees whose performance is marginal or unsatisfactory, and initiating disciplinary actions when necessary
Hears and resolves complaints from employees
The Facilities O&M Supervisor is responsible to provide supervision, advice, technical expertise, and development programs for the O&M section of FMS
This includes indirect supervision of over 80 positions organized into the following sections: Energy Plant, HVAC, Plumbing, Electrical, Maintenance/Painting, Electronic Controls, Gardner/Laborers, and Administrative
The Facilities O&M Supervisor must demonstrate broad based professional facilities operations abilities with highly interrelated managerial abilities
The execution of these responsibilities significantly affects the ability of this Health Care System to provide a modern, efficient patient care delivery system
The O&M Supervisor is responsible to the Chief Engineer for all Health Care system maintenance, operations, and repair concerns
Using licensed tradesmen and/or contractors to supplement the O&M Supervisor's skills, a complete and professional Engineering Service is provided to meet the ever-changing needs and requirements of the medical and administrative staff
The O&M Supervisor collaborates with the Chief Engineer in the development and implementation of the repair and maintenance programs
The incumbent works with the staff to evaluate current and future infrastructure needs and identifies what can be cost effectively repaired and what requires replacement and/or upgrades
Incumbent must demonstrate extreme professionalism and tact when dealing with both internal and external customers
They are responsible for the professional contact, communication and resolution for all concerns and complaints directed at FMS O&M section

For a GS-12 position you must have served 52 weeks at the GS-11
You may qualify based on your experience and/or education as described below
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field
Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities
Knowledge of the missions, organizations, programs, and requirements of health care delivery systems
Knowledge of regulations and standards of various regulatory and credentialing groups
Knowledge of government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan
In addition to meeting the IOR you must also meet specialized experience for the GS-11
You must have one year of specialized experience equivalent to at least the next lower grade GS-9
Examples of specialized experience would typically include, but are not limited to: Provides guidance and technical reviews for programs, projects and maintenance structure within Medical Facility operations
Advises upper management on all aspects of Maintenance and Operations in Healthcare facilities
Performs direct supervision of Energy Plant, HVAC, Plumbing, Electrical, Maintenance, Electronic Controls, Gardner/Laborers, Motor Vehicle Operator, and Program Support Assistant personnel
Develops work improvement plans, works with employee relations and labor relations to recommend personnel actions as necessary to resolve complaints and grievances
Enforces compliance for The Joint Commission, Occupational Safety and Health Administration (OSHA), and National Fire Protection Agency (NFPA) standards and local operating procedures
Verifies the accuracy of all reports which includes generating data for preventive maintenance (PMs), work orders, and work efficiencies
Trains and disseminates information to the shop supervisors to assure that they are kept abreast of policies, work methods, schedules, long-range plans, cost accounting, performance standards, handling contracts, estimating, personal relations, etc
Specialized Experience for the GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11
Examples of specialized experience would typically include, but are not limited to: Advises upper management on all aspects of Maintenance and Operations in Healthcare facilities
Provides policy reviews and participates in advisory committees not limited to engineering
Counsels employees whose performance is marginal or unsatisfactory, and initiates disciplinary actions when necessary
Observes workers performance, demonstrates and conducts work performance critiques
Provides informal feedback and periodically evaluates employee performance and all regulatory requirements
Assures and plans subordinates training assuring full compliance with the provisions of all applicable safety requirements and VA policies
