OPERATIONAL READINESS PLANS AND PROGRAMS SPECIALIST
USAJOBS is seeking an Operational Readiness Plans and Programs Specialist at Pope AFB. The primary purpose of this position is to serve as the main point of contact for Group Plans, Programs, and Readiness, providing guidance and support for operational readiness planning and implementation.

Responsibilities
As Chief, plans, organizes and oversees the activities of the organization
Serves as the Group Authority, Senior Advisor and expert on all matters involving antiterrorism and force protection (AT/FP) requirements, policy, procedures, and program status
Serves as the 43 AMOG expert Technical Authority/Staff Advisor on Lessons Learned Program
Exercises supervisory personnel management responsibilities

This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
This position is a 'Key' position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to function effectively
This position has been designated by the Agency as a Testing Designated Position (TDP) under the Agency Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate must continue to perform the Emergency-Essential duties until relieved by proper authority
The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems
Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical plans and programs
Knowledge of pertinent laws, regulations, policies, and precedents that affect the use of program and related support resources in the area studied
Broad knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization
Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or productivity
Knowledge and skill in leadership of high performance, cross-functional teams charged with delivering integrated solutions to complex problems
Knowledge and skill in management of both rapid-reaction and long-term projects involving local subject matter experts, contractors, and functional representatives from multiple higher headquarters and external organizations
Knowledge and skill in developing and implementing computer and internet based management and information presentation and dissemination tools
Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives as well as the sequence and timing of key operational events
Interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations
Skill in conducting detailed analyses of complex functions and work processes
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Broad knowledge of the organization, mission, and operations, including equipment assigned, training of personnel, and principles of deployment operations; knowledge of the deliberate and contingency planning and execution process
Knowledge of applicable plans, instructions, and base implementation requirements for Operations Security and applicable treaties
Skill in using a personal computer in order to manipulate data; generate spreadsheets or reports; generate and maintain web pages; project plans, budgets, and schedules; and compose briefings
Ability to communicate efficiently and effectively both orally and in writing
Ability to gain cooperation from others through leadership, tact, courtesy, and diplomacy
Ability to gather, assemble, analyze facts, draw conclusions, and devise solutions to problems
Preferred
Specific knowledge of AMC, 43 AMOG, and subordinate units, is also highly desirable
