Construction Manager/Electrical Engineer
Davenergy Solutions is a rapidly growing, profitable company headquartered in San Diego, CA. They are seeking a full-time Construction Manager to oversee construction activities, monitor schedules, and ensure compliance with contract requirements at the Bay Pines VA Medical Center in Bay Pines, FL. The role requires regular field inspections, documentation of discrepancies, and coordination of various phases of construction.

Responsibilities
Participating in design management with the Project Manager and General Contractor
Monitoring various on-going construction activities and schedule for conformance with contract requirements
Overseeing civil, structural, mechanical, electrical, or architectural aspects of construction
Supporting processing of easements, pertinent deeds, local code requirements, and restrictions
Supporting coordination of various phases of construction at a VA Medical Facility
Conducting and conducting portions of daily inspections of site work, building construction work
Documenting discrepancies, code violations, improper materials, or techniques in the application of materials, substandard or poor-quality workmanship
Monitoring schedules on various aspects of ongoing daily activities to identify and mitigate project slippage and coordinate project phasing
Reviewing contractor's submittals and RFIs
Maintaining accurate and complete job files including as-built drawings and specifications
Identifying progress delays and recommending appropriate corrective measures to the SRE toward mitigating delays and maintaining the progress schedule
Conducting or attending weekly project meetings to monitor project status, schedule, discuss problems, and resolve issues accordingly
Reviewing the testing/inspections reports submitted by the Contractor and providing approval/dis-approval recommendations to the Senior Resident Engineer
Keeping thorough records of all construction related matters to assist the Department of Veterans Affairs in conflict resolution
Revising Contractor Proposed utility services and/or traffic interruptions plans and providing report to SRE
Maintaining an inventory of materials, supplies and equipment and monitoring the quantity of materials used in the contract administration and conduct of the project
Assisting in the documentation and the administration of construction contract changes
Performing weekly Safety Inspection and Preparing Safety Inspection Reports
Performing daily manpower and work activity reports
Maintaining list(s) of observed defects and omissions
Preparing inspection punch lists and coordinating resolutions of punch list items
Being available to work after normal duty hours, on nights from 5 PM to 7 AM and/or on weekends as the project requires
Reviewing contractor's submittals for technical compliance with contract requirements
Ensuring installed work is consistent with approved submittals to make recommendations to the SRE for final approval of submittals and installed work
Reviewing contractor requests for payment for accuracy and acceptability and then submitting a written recommendation to the SRE for final approval authority on the payment
Preparing estimates for changes and reviewing contractor change quotations and cost breakdowns for proposed quantities of labor, equipment, and materials
Providing written feedback and recommendations to the Senior Resident Engineer on all information reviewed and work inspected
Maintaining accurate and complete files relating to the Construction Management services on the project that the Government may inspect at any time
Utilizing computerized management system applications, processing requests for information, preparing draft contract modification documents for the senior resident engineer’s use
Submitting daily reports indicating work completed, work in progress with estimated completion dates, work scheduled and outstanding work
Observing work being completed by contractors and sub-contractors for proper installation and application of construction materials and reporting findings daily to SRE
Noting and documenting daily conditions including environmental conditions that may impact construction safety and EPA compliance and reporting findings to SRE
Reviewing contractor’s cost breakdown and all submittals on contractor’s proposed equipment and materials
Reviewing samples of equipment and materials to be utilized for construction and providing analysis to SRE
Maintaining marked-up sets of project plans and specifications for future as-built drawings
Compiling deficiency logs and following up on correction
Coordinating inspections with utility companies as required
Coordinating special testing and commissioning work as required
Taking digital photos of construction progress throughout the duration of the project
Assisting SRE/RE with final inspection activity
Assisting with contract close-out activities
Qualification
Required
Must have at minimum a bachelor's degree in electrical engineering from an accredited institution of higher learning with at least five years of experience in the Construction Industry (in Hospital and/or Federal government Major Construction or Renovations)
Knowledge of the Federal Acquisition Regulations, commercial practices, and construction standards
Knowledge of all aspects of commercial mechanical construction including but not limited to underground mechanical installation, medical gas systems, domestic water systems, sanitary systems chilled water systems, and steam systems
Knowledge of low Heating Ventilation and Air Conditioning (HVAC) systems, testing and balancing, operations, sheet metal duct systems and control systems including direct digital controls
Knowledge of power or conveying systems including electric dumbwaiters and materials lifts, electric traction elevators, hydraulic elevators, pneumatic tube systems, and uniform dispensing equipment
Ability to determine compliance of workmanship, materials, equipment and installed work with contract requirements and industry standards
Working knowledge and understanding of building, safety, and environmental codes
Familiarity with 3 phase inspections, CPM schedules and safety programs such as OSHA and EM-385-1; OSHA 10 required, OSHA 30 preferred
Ability to exercise good interpersonal skills
