IT System Analyst and HIPAA Project Lead

The California Department of Health Care Services (DHCS) is seeking an IT System Analyst and HIPAA Project Lead to join their team. This role involves oversight, monitoring, and change management of contractor performance and compliance in production operations of the California Dental Medicaid Management Information System (CD-MMIS). The incumbent will also oversee technical design, development, and implementation of solutions within the system.

Participates in oversight, monitoring, and change management of contractor performance and compliance in production operations of the California Dental Medicaid Management Information System (CD-MMIS)
Oversees technical and complex design, development, implementation, and operations of solutions and services within CD-MMIS
Ensures projects stay on schedule and appropriate action is taken when problems occur

Required

Solid understanding of systems maintenance and systems development lifecycle methodologies
Project management practices
Experience analyzing technical issues and communicating effectively with both technical and non-technical stakeholders
Experience on a project that required a System Development Lifecycle (SDLC) approach to implement
Ability to present information clearly and concisely in writing
Knowledge of information technology and trends sufficient to advise customers and staff in their use
Knowledge of project management and system development life-cycle practices to ensure projects stay on schedule
Ability to act as a team contributor on projects involving complex architectures and system configurations
Ability to create a service-oriented culture among organizational entities and staff to provide a high level of service to customers
Ability to collaborate closely with technical subject matter experts such as database administrators, network engineers, and server administrators
Ability to execute precise actions through appropriate communications and change controls
Experience in network operations, maintenance, troubleshooting, and working with other teams to resolve both technical and complex problems

Preferred

Thorough working knowledge of enterprise network: architecture, technologies, standards, and topologies
Demonstrated ability to perform complex, detail-oriented network infrastructure administration and support tasks
Experience in support/administration of cloud virtual networks such as AWS and Azure
Experience with network troubleshooting and monitoring tools
