Health System Specialist - (Facility Planner)

The Phoenix Health Care System is currently recruiting one Health System Specialist (Facility Planner) for the Associate Director in Phoenix, AZ. The incumbent is to assess the productivity, effectiveness, and efficiency of healthcare systems operations and to analyze problems in the staffing and efficacy of staff activities and administrative support.

Responsibilities

Ensure that Network Health Care Planning Model and priorities are fully integrated into the Facility Strategic Capital Investment Planning by working with the Capital Assets Manager and Chief Engineer
Provide advice to services on strategic plan development associated with program development and expansion initiatives, coordinating planning activities with Network for VA/DoD Sharing Initiatives, VHA Site Tracking (VAST), Clinical Inventory, Rural Health, Telehealth and Bed Control Programs
Creates business cases to analyze, evaluate, and provide recommendations on strategic planning of administrative programs or issues
Identify and collect necessary data including legislative and program data and interviews with senior management, program officials, employees and supervisors; assembles and assesses information gathered; formulates findings, conclusions, and recommendations; presents results in written and/or oral form, which are well-organized, supportable and clearly expressed
Develop Cost Benefit Analyses of the different strategic and resource alternatives facing the PVAHCS
Track and monitor a multitude of ongoing projects and briefs senior executives on project status and will interface with Health Care System leadership to insure effective and seamless project integration
Identify short and long-term planning parameters required to adequately accommodate existing and future healthcare demand
Engage senior leadership in all aspects of planning, including the development of goals, objectives and performance measures
Demonstrate problem-solving techniques, to include gathering facts through research and inquiry, conducting an analysis of information for impact and relevance, developing potential solutions or alternatives, and presenting recommended courses of action
Acts as a data extractor, evaluator, and consultant for the Strategy and Planning Service
Develops reports & dashboards utilized in the evaluation of the effectiveness and efficiency of operations throughout the PVAHCS to determine resource and space planning
The incumbent will analyze market trends, competitive advantage, population health analytics, and demography to support executive-level decision-making and long-term strategic planning
The incumbent conducts critical studies that provide senior executive leadership with in-depth analyses of specific clinical and operational issues as they relate to best practices and operations
Creates in depth business plans based of data analytics utilizing knowledge of VistA, CPRS, PowerBI, Pyramid Analytics and VSSC
Develops project cost estimate analysis and program for design (facility plan) for future capital asset planning, increasing PVAHCS's ability to meet a growing market demand

Required

Only education or degrees recognized by the U.S. Department of Education from accredited colleges or institutions may be used to qualify for Federal employment
Applicants must possess one of the following: undergraduate or graduate education in a major field of study hospital administration, public health administration, or related fields, such as business or public administration, with course work in health care administration
Specialized experience that is progressively responsible for analytical or administrative, or clinical management, or supervisory experience in the health care field performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities
Completion of an agency-sponsored on-the-job training program, which included a formal individualized training plan
For the GS-12, you must have one year of specialized experience equivalent to at least the next lower grade GS-11
For the GS-13, you must have one year of specialized experience equivalent to at least the next lower grade GS-12
