The Illinois Secretary of State is seeking an OSHA Training Developer/Administrator to oversee the development and administration of OSHA training programs. The role involves ensuring compliance with safety regulations, developing training materials, and conducting training sessions for employees.

Responsibilities

Participates in the research, development, selection, implementation and preparation for presentations and of OSHA training programs, on both mandatory and elective topics, for all employees of the Illinois Secretary of State’s office; develops new OSHA training programs from the manuals to the actual training programs; monitors OSHA laws for any changes resulting in new programs or amendments to existing programs; presents OSHA programs or makes arrangements for outside entities to present OSHA programs
Assists with safety compliance under local, state and federal regulation including, but not limited to, OSHA and in some cases investigating worksites for compliance local, state and federal regulations; prepares any draft documents for filing with local, state and federal agencies, including but not limited to, OSHA to reflect compliance with regulations; maintains OSHA logs to monitor who has taken training programs and follow up to anyone still needed to complete the training; collects OSHA compliance forms which show completion of programs and enter in training database the completion of the program
Performs training for Class I LockOut/TagOut when required, Hazard Communication/Silica, Mercury Awareness, Asbestos and BBP, Class II Hearing Protection, Confined Spaces, Lead Awareness, Legionella and BBP training; Police/Security Guards Fire Extinguisher Awareness, LockOut/TagOut, Hazard Communication/Silica, Asbestos; Warehouse and Motor Pool Fire Extinguisher Awareness, LockOut/TagOut, Hazard Communication/Silica, Asbestos; enters all education credits from classes on the Secretary of State database
Updates excel spreadsheet of yearly OSHA training; train new hires and contractual employees in OSHA training within the first week of employment; schedule OSHA training(s) with Reliable and follows up on attendance; emails leadership reminders of yearly physical fit test with MOHA
Enters all data from Reliable & MOHA on Excel spreadsheet and contacts appropriate leadership with results; completes job analysis as needed for Engineers, Building Managers, Janitors, Maintenance Trades; maintains and updates the Safety Data Sheets masters for Engineers, Building Managers, Janitors and Maintenance Trades as needed
Completes random safety checks in all buildings throughout the month; compiles safety reports on good and documents what needs to be fixed for follow-up
Attend weekly Legionella meeting; completes yearly check of OSHA programs and updates as needed; continuous updates of OSHA PowerPoints and videos and updates as needed; works with IT when technical issues arise
Performs other related duties as required or assigned

Required

Requires knowledge, skill and mental development equivalent to the completion of four years of college, preferably with courses in public or business administration
Three years of professional experience, including the development and administration of OSHA mandated training programs and experience handling OSHA regulatory compliance
Requires thorough knowledge of the principles and practices of public and business administration
Requires extensive knowledge of functions and organization of state government
Requires working knowledge of the principles of business accounting, program budgeting, personnel management and statistics
Requires elementary knowledge of data processing business applications
Requires ability to develop and manage a statewide program
Requires ability to analyze administrative problems and adopt an effective course of action
Requires ability to develop, install and evaluate new and revised methods, procedures and performance standards
Requires ability to exercise judgment and discretion in implementing and interpreting departmental policies and procedures
Requires ability to estimate and budget for future needs and cost for personnel, space, equipment, supplies and services
Requires ability to develop and maintain cooperative managerial working relationships
Requires ability to lift, carry, push and pull 0 to 25 lbs
Requires willingness to travel and possession of a valid Illinois driver's license and occasional overnight stays
