NEOGOV is seeking a Human Services Clinical Counselor II to work with the Cumberland County Public Health Department. This role is responsible for building collaborative relationships with partners in substance use, mental health, and criminal justice to improve outcomes for individuals involved with these systems.

Responsibilities
Coordinate and implement Crisis Interview Team (CIT) training in collaboration with Alliance Health for law enforcement, first responders, and community partners
Facilitate partnerships and system improvements along the Sequential Intercept Model (SIM), supporting diversion opportunities and improved engagement at each intercept point
Collect and analyze data to identify system gaps, track CIT participation, and evaluate outcomes
Lead community engagement efforts, including outreach, recruitment, and education related to crisis response and behavioral health initiatives
Collaborate with internal and external partners such as the Cumberland-Fayetteville Opioid Response Team (C-FORT), the SIM Taskforce, and the Jail Health Committee to enhance coordination of care and re-entry services
Provide consultation and education to public and private entities serving individuals with special health care needs or those involved with the justice system
Qualification
Required
Master's degree in a human services field from an appropriately accredited institution and two years of counseling/therapy experience in areas such as rehabilitation counseling, pastoral counseling, marriage and family therapy, child life program, or related human services field that provides the experience in techniques of counseling and therapeutic assessments, one of which must have been supervised; or, bachelor's degree in a human service field from an appropriately accredited institution and three years of related human service counseling or therapy experience which provides the above experience, one of which must have been supervised; or an equivalent combination of education and experience
Degrees must be received from appropriately accredited universities
Applicants who have obtained their education outside of the U.S. and its territories must have their academic degrees validated as equivalent to the degree conferred by a regionally accredited college or university in the U.S
Must have or obtain and maintain a valid North Carolina driver's license with an acceptable driving record
Background check and negative drug test are required
Thorough knowledge of assessment and counseling/therapy principles and their practical application to complex individual and family work, groupwork crisis intervention, and community issues
Demonstrated knowledge of substance use, behavioral health and intellectual/developmental disabilities and the criminal justice system
Knowledge of the primary purpose and functions of community agencies
Requires solid understanding of public health issues
Demonstrated highly effective communication and interpersonal skills
Demonstrated problem solving and conflict resolution skills are essential
Must be familiar with effective counseling and crisis intervention strategies for disadvantaged and diverse client populations
Must be familiar with available resources and organizations and the ability to coordinate these as needed
Requires ability to deal tactfully with others and to exercise good judgment in appraising situations and making decisions
Ability to work in and maintain partnership with patients and with other service providers to elicit needed information
Strong computer skills to accurately record assessments, interventions, care plans and other services rendered and to interpret and explain records, reports, and medical instructions to allow communication of patient record documentation and accessing of information
Ability to plan, coordinate, and supervise the work of others
