INFORMATION TECHNOLOGY SPECIALIST (INFOSEC) - DIRECT HIRE AUTHORITY

Responsibilities
Directs, leads, plans, organizes, and manages Cyberspace, Information Technology (IT), and Knowledge Management (KM) programs and activities
Oversees planning, organizing, and leading the organization's activities to ensure satisfactory and timely execution of programs, projects, and operations
Makes periodic, comprehensive assessments and evaluations of program goals/objectives which provide a basis for long- and short-range planning to enhance the organization's support capabilities
Represents the organization in a variety of functional area activities

Males must be registered for Selective Service
Employee must be eligible and maintain a Top Secret/Special Compartmented Information (TS/SCI) clearance
Employee must maintain current certifications
This is a drug testing designated position. The employee is subject to random drug testing for drug use
Required to achieve and maintain foundational and residential qualifications in the specified Department of Defense Cyber Workforce Framework (DCWF) work roles and proficiency levels
Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program
All academic degrees and coursework must be from accredited or pre-accredited institutions
Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, Problem Solving
Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-13 or equivalent in other pay systems
Specialized experience is experience in risk management, system accreditation, special access programs, collaboration skills, cloud, policy enforcement and the Joint Special Access Program (SAP) Implementation Guide (JSIG)
Expert knowledge and ability to provide technical leadership and project/program oversight over highly-complex cyber, cyberspace, information technology (IT), and knowledge management (KM) activities
Skill in conducting substantial coordination among a variety of organizations and high-level managers to identify and integrate internal and external program issues affecting the organization or agency
Knowledge of DoD financial planning and programming processes, Federal budget cycles, project/program management, acquisition planning, and contracting methodologies sufficient to identify and defend requirements
Knowledge of current and new cyber/IT systems architectures, life-cycle processes, integration and interoperability, design operations and configuration
Skill and ability to speak and write effectively, to address highly-complex technical and controversial issues
