Director Power Marketing Administration Shared Service Center
The Department of Energy is looking for a dynamic, innovative, seasoned executive to lead the Power Marketing Administration Shared Service Center (SSC). The incumbent will serve as the human capital Director and will report to the Department of Energy's Office of the Chief Human Capital Officer.

Responsibilities
Have direct responsibility for the senior-most client interactions involving the three power administrations, including development and execution of a comprehensive range of services against established Service Level Agreements
Independently oversee the full range of human capital services, including transactional processing of work at the Shared Service Center and strategic advisory work needed to meet manager and employee services
Serve as a key member of DOE's Chief Human Capital Officer's executive team
Oversee the full range of major human capital programs and services for a geographically-dispersed area, providing advisory consultation on classification, staffing, compensation, benefits, employee and labor relations, and health and wellness
Direct Senior Human Resources Business Partners and subordinate staff at multiple sites
Institute changes to workflow and processes to increase effectiveness, balance workload, eliminate barriers to production and improve office practices

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications
TQ 1: Demonstrated experience and a history of demonstrated success in managing integrated Human Resources programs to include recruitment and staffing, classification, compensation, work-life programs, drug and alcohol testing, disability resources, human resources information technology systems, learning and development, performance management, benefits, labor-management partnerships, employee assistance and diversity programs, workforce planning, and program accountability. This includes the ability to produce results on time and within budget
TQ 2: Demonstrated ability to direct strategic and tactical planning and execution of human resources products and services to enhance customer service in areas of reliability, process cycle time, quality, and productivity
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs
ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people
ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades
ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality
ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable
ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university
