Program Manager - Power & Environmental Commodities Originator

Responsibilities
Manages environmental origination, structuring, & trading: Develops and executes environmental trading strategy. Structures, negotiates, and executes specialized transactions in accordance with District’s risk management and credit policies. Serves as primary contact for key wholesale customer contracts. Supports the forward energy trading strategy by executing forward energy trades as required
Develops and maintains marketing relationships: Responsible for conducting sales calls and visits, providing necessary information to prospective counterparties, soliciting input on process and product desires from prospective counterparties, and working with legal and finance to optimize the number and value of potential counterparties
Oversees environmental portfolio management & compliance: Develops and manages District’s compliance strategy in alignment with District’s overall environmental trading strategy. Ensures District meets its renewable compliance target and any other carbon or clean energy regulations
Regional Issues and Regulations: Technical lead on regional issues and regulations that impact the District’s trading and marketing activities
Strategy & Optimization: Coordinates on forward trading strategy development and optimization. Ensures appropriate consideration of environmental trading strategy and alignment to District strategic goals
Advises on real-time and pre-schedule planning and trading activities to ensure consistency and optimization with short and long-term goals
Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC)
Qualification
Required
Bachelor's Degree (B. S., B. A.) in Engineering, Computer Science, Business, Accounting, Finance, Economics, or a related field from a four-year college or university is required
Equivalent experience (year for year) may substitute for required education
7+ years of directly related experience including three (3) years of power marketing/origination is typically required
Knowledge of power industry contracts and commercial terminology
Knowledge and application of portfolio risk management and credit risk management
Knowledge of federal and state laws and regulations relating to the power industry
Exceptional verbal and written communication skills
Ability to follow dictated rules and protocols as determined by industry norms, state or federal regulatory bodies

Ability to demonstrate initiative
Ability to work independently and with a team
Ability to develop and sustain relationships with other WECC counterparties including utilities and energy marketers
Must be proficient in reading, writing and speaking English
Preferred
Candidates with established potential client relationships and experience with general hydro power operations are preferred
Environmental commodity compliance experience is desired
