Health Security Management Analyst (Multiple Levels)

Noblis is seeking highly motivated Health Security Management Analysts with various levels of professional experience to address threat recognition and response, technological asset design, development and implementation, strategic planning and communications, and project and programmatic support to the Department of Homeland Security (DHS). The role involves supporting health security technology development, developing strategies and communication materials, and briefing government partners on health security operations.

Responsibilities

Supporting the management of health security technology development efforts and evaluation of data, tools and other assets relevant to health threat recognition and response
Developing strategies, implementation plans and action plans
Developing communications tool kits, briefings, memos and various forms of communication materials
Coordinating and/or supporting quick turn tasks and complex, long-term assignments
Planning and facilitating meetings with government officials and developing briefing materials to support various engagements
Briefing key federal staff and government partners on relevant activities, plans, and projects pertaining to health security operations
Technical writing of analytical products, standard operating procedures and other relevant documentation
Conducting quality assurance and quality control of analytic products, strategies, policies, plans and other relevant documentation
Facilitating the release and delivery of various written products to federal, state, local, tribal, territorial, and international partners

Required

Active SECRET clearance or ability to qualify for a SECRET clearance or higher, if sponsored
Ability to obtain Department of Homeland Security suitability adjudication (i.e., security screening)
Well organized, critical thinker, exceptional customer service skills for engaging with federal government clients
Ability to work tasks autonomously and follow through to completion
Ability to multi-task and respond to quick turn-around requests
Competence to function efficiently in a fast-paced, demanding work environment focused on improving health security and threat recognition
Bachelor's degree in a biological science, sociological science, or engineering field for Junior Level
0-3 years of professional experience aligned with responsibilities for Junior Level
Bachelor's degree in a biological science, sociological science, or engineering field AND seven or more years of professional experience; OR Master's degree in a biological science, sociological science, or engineering field AND three or more years of professional experience for Mid-Level
Master's degree in a biological science, sociological science, or engineering field AND ten or more years of professional experience for Senior Level

Preferred

Previous professional work with federal, state and/or local government entities
Demonstrated knowledge of health security, public health, CWMD and/or CBRN areas of work
Preferred degrees in public health, medicine, immunology, microbiology, emergency services or other advanced degree relevant to health security
Strong written, verbal and interpersonal skills
