Deputy Director, Program Management

Responsibilities

Lead management and implementation of MHD-focused programs, including incentive and planning initiatives supporting clean vehicle adoption
Oversee workflows related to voucher processing, supply chain defect resolution, and stakeholder reporting
Coordinate with program teams and external partners to ensure goals, milestones, and deliverables are achieved on schedule
Identify operational challenges and lead process improvements to enhance program quality and impact
Serve as the point of contact for escalations or issues related to MHD incentive and supply chain projects
Support strategic planning for current and emerging MHD initiatives, including scoping, scheduling, and risk management
Develop and refine program management tools, reporting processes, and performance metrics
Evaluate and recommend improvements to incentive structures, project design, and program implementation strategies
Collaborate with CALSTART’s leadership and technical experts to align MHD program priorities with policy, funding, and market goals
Engage with internal teams, state and federal agencies, vehicle manufacturers, fleets, and other partners to advance MHD program outcomes
Represent CALSTART in working groups, industry forums, and stakeholder meetings related to clean transportation programs
Coordinate data collection, issue resolution, and program communications across partners and teams
Ensure data accuracy, reporting timeliness, and compliance with funding and regulatory requirements
Support preparation of reports, presentations, and dashboards for internal and external stakeholders
Track program performance and document outcomes to support transparency, accountability, and future funding efforts

Required

Bachelor's degree in public policy, engineering, business administration, environmental science, or a related field
8+ years of experience managing or supporting complex programs in clean transportation, supply chain, or public incentives
Strong understanding of zero-emission MHD vehicles, fleet operations, and incentive or voucher program design
Proven ability to manage multiple high-impact projects independently and cross-functionally
Excellent organizational, communication, and stakeholder management skills
Experience with state or federal funding programs, compliance, and data-driven reporting

Preferred

Master's degree in public policy, engineering, business administration, environmental science, or a related field
