Scarpel Telecom is a fast-growing international telecommunications company specializing in A2P messaging technology. The Head of People will lead the global People function, focusing on strategic HR initiatives, compliance, and culture development to support the company's rapid growth.

Responsibilities

Lead the People function globally, overseeing Talent Acquisition and People Operations teams
Act as a trusted advisor on all people-related matters, from strategy to compliance
Design, implement, and embed performance management and career development frameworks
Oversee HR operations, employee relations, and labor compliance across multiple countries
Partner with the People Operations Manager to optimize HR systems, policies, and workflows
Develop and drive learning and development initiatives, succession planning, and organizational design
Lead culture and engagement programs to strengthen motivation, retention, and cross-team collaboration
Own the People budget, ensuring responsible management of salary and non-salary costs
Champion fair, ethical, and scalable people practices aligned with Scarpel’s global values

Required

6+ years of HR leadership experience in a global, multicultural organization
Proven success in a Head of People, HR Director, or similar leadership role
Fluency in English and Russian (both written and spoken) is essential
Strong knowledge of international labor law, HR compliance, and various employment models (EoR, B2B, etc.)
Experience leading multi-functional HR
Demonstrated ability to build and implement performance and engagement frameworks
Strong financial acumen and experience managing or owning a People budget, including salary and non-salary cost planning
Exceptional communication, influencing, and stakeholder management skills
