Program / Budget Analyst
Kearfott Corporation, a global Aerospace and Defense supplier, is seeking a Program / Budget Analyst responsible for budgeting activities for engineering development and manufacturing contracts. The role involves working with finance and project scheduling to determine earned value metrics, contract planning, budgeting, and reporting of cost and schedule.

Responsibilities
Collect / report actual contract costs to the customer
Perform Earned Value Management (EVM) duties including baseline planning, tracking performance, and identifying variances
Provide regular financial analyses and forecasts to ensure alignment with program goals
Develop and maintain Comprehensive Estimates at Completion (CEAC)
Create Cost and Software Data Report (CSDR) in accordance with the CSDR plan provided by Prime Contractor
Creates Contract Work Breakdown Structure (CWBS)/CWBS dictionary, per the requirements of MIL-STD-881D and conform to the Customer-approved CSDR Plan for the contract and DD Form 2794
Work with Prime Contractor Cost Working Group Integrated Product Team (CWIPT) to ensure all reporting requirements can be met
Qualification
Required
Demonstrated experience in Microsoft Office tools including PowerPoint and Excel (including pivot tables, conditional formatting, and creating charts from a data set)
SAP Proficiency
Solid written, presentation and communication skills
Demonstrated success in utilizing Earned Value (EV) Management, developing and managing integrated master schedules, and performing critical path and financial analysis
BS/BA in Business Administration, Finance, Engineering or other relevant major and 5-10 years of direct experience
Must be a US Citizen and have the ability to obtain and maintain a US Government Security Clearance
Familiar with Govt EVMS policies and standards, including: DoD 5000.04-M- 2797, ANSI/EIA-748 Earned Value Management System (EVMS), DFARS 252.234-7002 'Earned Value Management', DFARS 252.234-7001 'Notice of Earned Value Management System', Quantity Data Report Implementation Guidance (issued by OSD CAPE in March 2019)
