The Virginia Department of Transportation is seeking a Senior Signals Engineer to provide engineering expertise in various program areas related to transportation projects. The role involves communication with internal and external stakeholders, conducting engineering studies, and managing critical systems for the Statewide Traffic Operations Program.

Responsibilities
Communicate effectively with customers internal and external to VDOT including local governments, elected officials, citizen groups, and FHWA
Participate in or oversee engineering studies. Collect, analyze and process data and information. Develop written reports, recommendations, and solutions that are technically accurate and compliant. Prepare business correspondence and technical letters with recommendations for suggested corrective measures as a result of studies. Prepare or present formal presentations for VDOT staff, or other organizations
Coordinates, manages and participates in Configuration Management activities for key Statewide ITS and Operations systems. Engages peers and develops a customer-focused approach for participation and solicits input from key Central Office and District staff for each operational system. Compiles prospective systems development activities based on stakeholder input. Develops work plans for key operations systems that address business requirements, funding, scheduling, and human resources. Presents work plans to Executive Management and obtains management concurrence and approvals
Monitor and analyze real-time and historical high-resolution traffic signal data using ATSPM software. Proactively detect and diagnose signal timing issues, maintenance problems and equipment malfunctions. Prepare technical reports and visualizations summarizing traffic signal performance, congestion, delay, and safety metrics for various stakeholders. Configure and maintain the ATSPM data collection, storage, and communication systems
Assist in the development of policies, procedures and practices reflecting proactive management of the assigned engineering program area
Develop, recommend and implement process and policy improvements as needed. Assist in monitoring compliance to ensure conformance to the policy, procedures and state and federal laws and regulations
Organize work and monitor work tasks such that projects and documentation are completed within schedule using VDOT's standards, policies and procedures
Participate or lead project teams as assigned. Ensure timely communications between project team members and stakeholders. Ensure information is technically accurate and effectively disseminated. Review and resolve challenges to enhance team performance
Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia
Support the development and management of agreements and memorandums with localities and third parties necessary to integrate systems and implement customized signal timings along freeway detour routes for incidents and events, as necessary. Assist with the coordination of transportation systems operations with localities in order to optimize and manage transportation across jurisdictional boundaries. Support the development and maintenance of system-to-system interfaces and ensure statewide consistency and cybersecurity compliance
Leads, directs and manages the operation, maintenance, and update of mission-critical systems that support VDOT's Statewide Operations Program. While additional systems and applications may emerge, these systems and applications currently include the statewide Automated Traffic Signal Performance Measures (ATSPM) and custom-built dashboards for analyzing various sources of operations data. Coordinates and works extensively with Operation Technology Division, District Signal & Freeway Operations Engineers (SFOEs), and other District VDOT representatives
Conducts technology assessments and risk assessments. Evaluate Intelligent Transportation Systems (ITS) devices to ensure compliance with state and federal standards, specifications, and regional transportation architecture. Observes industry best practices and develops technology strategic plans, as needed. Develops and supports procurement activities
Qualification
Required
Degree in Civil, Electrical or Systems Engineering or related field
Experience applying Federal, State and local laws, codes and ordinances pertaining to traffic control and engineering
Experience applying engineering principles and practices related to traffic engineering, traffic control equipment and related communication systems
Experience in Arterial System Management, Traffic Management Center operations, Traffic Signal Systems and related communications and ITS components
Knowledge of Automated Traffic Signal Performance Measures (ATSPM) platforms
Knowledge of project management, risk analysis and mitigation plans in the development of complex technology and operations projects
Skill in Intelligent Transportation Systems (ITS)
Skill in providing and promoting good customer service to internal and external customers
Skill in traffic signal control and timing development
Valid Professional Engineer's license
Preferred
Experience applying concepts for Integrated Corridor Management (ICM), Active Traffic Management, Communications Systems, Traffic Signal Interconnect and Adaptive Traffic Signal Systems
Experience implementing signal systems and ITS projects including feasibility studies, system design, analysis, deployment, construction, management and continuing operations and maintenance
Experience in the design, deployment and operation of signals and ITS systems
Experience in various aspects of traffic signal systems, ITS hardware and software
Experience with transportation operations software and technologies such as advanced traffic management systems (ATMS), central signal systems (CSS) and ramp metering
Knowledge and use of complex information and asset management systems, databases, GIS applications, CADD and Microsoft Office
Professional Traffic Operations Engineer (PTOE) Certification
Project Management Professional (PMP) certification
