The Database Operations Lead will be responsible for designing data and database architecture, modernizing cloud architecture, and providing technical oversight for database operations.

Responsibilities
Design the technical roadmap to migrate legacy systems to Oracle Cloud Infrastructure (OCI)
Lead the design and execution of moving legacy on-premises databases to a modernized cloud architecture
Advise on the continued shift from a monolithic structure to a SOA with microservices and API gateways, replacing point-to-point database links
Research and recommend new database platform technologies to handle the growth of 5 TB/month
Architect complex Oracle GoldenGate (OGG) replication flows to ensure data is synchronized across 300+ databases globally in near real-time
Maintain technical oversight of the infrastructure to support the achievement of SLAs and demonstrate continued improvement
Provide staff supervision and mentorship for a technical team
Maintain accountability for the technical accuracy of System Architecture Design Documents and Operating Procedures
Qualification
Required
Bachelor's Degree in Computer Science or a similar Information Technology Field
10+ years of experience leading programs with similar scope and complexity with multiple simultaneous projects
10+ years of hands-on experience with at least 3 or more of the following: Oracle, SQL Server, .NET, JAVA, engineered systems, cloud technologies, data integration, automated testing and deployments, and DevSecOps experience (preferably the Department of State)
6+ years of experience supervising technical teams with 4 or more members
Demonstrated experience migrating mission-critical on-premises workloads to Oracle Cloud Infrastructure (OCI) or Azure
Demonstrated successful experience in architecting and executing the migration of mission-critical, multi-terabyte Oracle RAC/Exadata workloads from on-premises data centers specifically to OCI or a hybrid-cloud environment
Mastery of Oracle Real Application Clusters (RAC), Data Guard, and Exadata Engineered Systems
Proven experience designing and troubleshooting complex Oracle GoldenGate replication flows for inter-agency data sharing
Industry-recognized technical and/or business certifications, such as Oracle Certified Master, IBM Certified Solution Developer, or Oracle Certified Professional
Excellent leadership, communication, and stakeholder engagement skills

Experience supporting the Department of State
Experience leading database engineering teams within a Scaled Agile Framework (SAFe) environment, with a proven ability to integrate database changes into modern CI/CD pipelines (DevSecOps)
Experience designing and implementing predictive monitoring solutions (using tools like Splunk, Elastic, or Oracle Enterprise Manager analytics) that detect performance anomalies and trigger preemptive corrective actions
Understanding of NIST SP 800-53 and Zero Trust Architecture principles, with a proven track record of steering complex, federal High Value Assets (HVAs) through the Risk Management Framework (RMF) process to successfully achieve and maintain an ATO
