Responsibilities

Providing supervision to individuals performing or supporting human resources, budget, contracting, and acquisition functions
Planning work to be accomplished by subordinates, setting goals and priorities and prepares schedules of subordinates
Overseeing administrative support services for a variety of programs areas and administrative support activities
Assisting the Administrative Officer in monitoring the district-level personnel services within the context of delegated authority
Providing management advice and assistance in management-employee relations areas to include awards, performance management, benefits, performance based adverse actions, grievances, adverse actions, etc
Overseeing budget and financial management activities of the district
Managing procurement and contract administration under the district's delegated procurement authority

Required

You must be a U.S. Citizen or National
Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation
You must be registered for Selective Service, if applicable
If selected, you may be required to complete a one year probationary period
If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously
Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement
You must meet all qualification and eligibility requirements within 30 days after the closing date of this announcement and before placement in the position
To be eligible at the GS-13 level, you must have at least ONE year of specialized experience equivalent to the GS-12 level in Federal Service
Specialized experience is defined as experience advising senior management regarding administrative matters, policies, practices, and procedures; analyzing, planning, developing and administering a comprehensive administrative support services program area, i.e., such as contract administration, procurement, facility and space management, supply management, mail and property management, etc.; and evaluating current office systems and developing new or alternative procedures to improve effectiveness
