PROGRAM MANAGER (DIVISION DIRECTOR)

Responsibilities
Lead the U.S. Border Patrol (USBP) Recruitment Division as a strategic advisor and second-level supervisor, planning, directing, and evaluating complex recruitment and program management initiatives, establishing partnerships, managing budgets and policies, and delivering executive-ready analyses and briefings to drive decisions
Oversee division objectives and performance, coordinate across DHS and external partners, and ensure compliance with applicable laws, regulations, and policies
Plan, direct, and evaluate enterprise recruitment and program management initiatives, establishing partnerships across DHS and external stakeholders, and serving as a liaison and representative for USBP in high level meetings
Develop and implement recruitment policies and procedures, analyze recruitment trends and hiring best practices with data analysts, and refine USBP recruitment posture
Manage program budgets and resources, monitor program performance, conduct evaluations to assess effectiveness and efficiency, and prepare executive reports and briefings for senior leadership
Supervise subordinate supervisors and staff, set goals and long range plans, assign and review work, and address performance
Direct the resolution of complex planning, evaluation, requirements, and control issues, coordinating outreach strategies, aligning objectives and milestones to accomplish mission requirements in a timely manner

Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/03/2025
Your resume must explicitly indicate how you meet the requirement for GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs and other organizations
You must serve a one year probationary period during the first year of your initial permanent federal appointment to determine fitness for continued employment
You may be required to serve an 18-month probationary period upon appointment
If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office
