Associate Contract Specialist

First Principles & Concepts provides critical contracting and acquisition support to federal programs. The Associate Contract Specialist conducts thorough reviews of procurement documents and supports the full lifecycle of contract actions, ensuring compliance and efficiency in procurement processes.

Management Consulting

Responsibilities

Conducts comprehensive reviews of procurement documents to ensure accuracy, adequacy, and completeness
Identifies inconsistencies or gaps in procurement packages and resolves them through coordinated communication with stakeholders
Reads and interprets federal and agency acquisition policies, regulations, and directives to ensure compliance across all contract actions
Drafts and prepares acquisition-related documents, forms, and supporting materials
Performs and/or evaluates market research related to trends, conditions, alternative sources, and technological developments relevant to program needs
Prepares and processes purchase requisitions and full procurement packages for submission to the supporting Contracting Officer
Researches, analyzes, prepares, and reviews invoices, receiving reports, funding status updates, final payments, release of claims, certificates of completion, and other documents associated with contract administration and closeout
Investigates and prepares open obligations and undelivered orders (UDO) for closeout
Supports the Contracting Officer in post-award contract administration activities
Monitors Quality Assurance Surveillance Plans (QASPs) to ensure contracted services meet contractual requirements and facility needs

Required

Bachelor's degree from an accredited college or university or a combination of education and experience equivalent to four (4) years of post–high school study in a related field
Minimum of two (2) years of federal contracting experience working on government acquisitions within the last five (5) years
Strong ability to review procurement documents for accuracy, completeness, and compliance
Ability to interpret federal and agency acquisition regulations and apply them to contract actions
Skilled in drafting and preparing contract documentation, forms, and supporting materials
Ability to conduct and interpret market research to support procurement planning and decision-making
Proficiency in preparing purchase requisitions and assembling procurement packages for CO review
Ability to analyze invoices, funding documents, and closeout materials with high attention to detail
Strong organizational skills with the ability to support post-award administration and contract closeout activities
Ability to support basic monitoring of contractor performance to ensure services align with contractual requirements
Effective communicator able to coordinate with stakeholders to resolve discrepancies or information gaps
