Remote Deputy Program Manager (Behavioral Healthcare Operations)

Responsibilities
Support the Program Manager in directing and managing multiple work groups across planning, task order management, budgeting, property management, and procurement
Ensure all work meets quality, schedule, and cost expectations
Work with the Program Manager to adjudicate regional allocation of headcount/workshare among teammates
Travel to assigned sites, meet regularly with the client and employees
Understand regional compliance with all contract requirements
Support regional/service area for continuous improvement and implement improvements
Work closely with the Program Manager on any staff or resource issue within the assigned regional/service area of the Program, including the direction or re-direction of resources to facilitate execution of any task
Oversee cost, schedule, and technical performance of program task orders
Lead technical and cost proposal development, approval, and submission
In absence of the Program Manager, act as primary POC to the client to ensure communication specific to that client
Develop, monitor, and recommend strategic plans to support contract requirements and emerging client needs
Monitor innovations/improvements for success in contract execution
Work closely with Program Management to make overall operational decisions regarding deployment of resources among regional/service locations
Provide management/inputs in selection, training, and performance of assigned and/or matrixed personnel
Manage regional staffing plans, oversee regional resources, and project execution; comply with all reporting requirements
Prepare and participating in, presentation of monthly internal program reviews and status reports as needed
Plan regional Teammate, PMO, and client meetings as needed
Act as the primary point of contact for customers in the Program Manager’s absence, providing updates on program performance and ensuring customer satisfaction
Interface with customers on a consistent basis to ensure that team meets expectations, modify plan/processes to successfully meet client requirements
Implement customer satisfaction process, reporting and response; ensure metrics are captured and reported
Participate in investigations for corrective actions/nonconformance
Serve as funds manager, ensuring compliance with contracts, task orders, and company/government policies
Monitor safety, cost, and technical performance
Lead portfolio-wide Quality Improvement Initiatives and maintain document control processes, including Standard Operating Procedures (SOPs) and Quality Management Plans
Promote team morale through mentorship, training, and career development
Conduct performance evaluations, manage staffing needs, and oversee resource allocation
Assist with defining staffing needs, recruitment, retention and development
Support Business Development efforts, including proposal writing, past performance documentation, and technical submissions
Identify opportunities for growth and expansion within existing contracts
Qualification
Required
Master's degree in a related field with an active clinical license at the highest state level in counseling, social work, or psychology
6+ years of leadership experience in behavioral health care operations within the Department of Defense, corporate, or civilian sectors
Extensive experience in clinical supervision of non-medical counseling, negotiating and formalizing Service Level Agreements (SLAs), and wellness services
Strong knowledge of military mission activities, military treatment facilities, civilian behavioral health, wellness, and EAP services
Experience managing subcontractors
PMP certification (or ability to obtain within six months)
A Secret level clearance, at a minimum
Proven ability to lead, mentor, and develop teams in a government contracting and matrixed management environment
Strong strategic mindset to drive growth and expand business opportunities
Preferred
Experience in a Program Management Office (PMO) is a plus
Lean Six Sigma or Certified Professional in Healthcare Quality (CPHQ) preferred (or ability to obtain within six months)
Clinical supervisory credential preferred (or ability to obtain within one year)
