Lead The ICAO Government Safety Inspector Airworthiness — Air Operator And Approved Maintenance Organization Certification (AIR) IPack Team By Introducing Members To The Standards For Airworthiness Contained In The Annexes, And Guiding Them In The Development Of Appropriate Regulations, Procedures, And Guidance Materials For Inspectors To Conduct Certification And Oversight Activities, And Reviewing An AMO Formal Application, Achieving Results Such As:
Explain to the iPack team the requirements of the Annexes for airworthiness and familiarize them with related guidance material
Lead the iPack team in reviewing an AMO formal application for acceptability
Guide the iPack team in the development or refinement of internal guidance, policies, and procedures that address the formal application phase, application content, application review, and conduct of the formal application meeting
Lead The AIR IPack Team To Evaluate An Applicant’s Maintenance Procedures Manuals (MPM)and Training Curriculum And Determine If Initial Approval Can Be Granted, Achieving Results Such As:
Lead the iPack team in the evaluation of an applicant’s Maintenance Procedures Manuals (MPM)
Guide the iPack team in the development or refinement of internal guidance, policies, and procedures that address line maintenance, contract maintenance, maintenance performed for an air operator, maintenance performed at another location, and maintenance records
Lead the iPack team in the evaluation of an applicant’s training curriculum and determine if initial approval can be granted
Guide the iPack team development or refinement of internal guidance, policies, and procedures that address the five-step training programme approval process, types of training required for maintenance personnel and certifying staff, review of a proposed training programme for initial approval, and identification and communication of deficiencies or discrepancies that require corrective action
Direct The AIR IPack Team To Evaluate The Results Of a Main Base Inspection, Determine Inspector Actions, And Evaluate The Operator’s Maintenance Control Manual, Achieving Results Such As:
Lead the iPack team in the evaluation of the results of a main base inspection and determine inspector actions
Guide the iPack team in the development or refinement of internal guidance, policies, and procedures that address an applicant’s facilities and maintenance activities, record keeping, and training
Lead the iPack team in the evaluation of the operator’s Maintenance Control Manual
Guide the iPack team in the development or refinement of internal guidance, policies, and procedures that address maintenance procedures and quality assurance or inspection systems
Direct The AIR IPack Team In To Evaluate An Operator’s Proposed Minimum Equipment List (MEL) And Identify Configuration Design Limitations (CDL), Achieving Results Such As:
Lead the iPack team to evaluate an operator’s proposed Minimum Equipment List (MEL) and identify Configuration Design Limitations (CDL)
Guide the iPack team in the development or refinement of internal guidance, policies, and procedures that address the establishment of a MEL programme for operators, simulating an inoperative system or inoperative equipment that is listed in the MEL and requires action and/or coordination between the maintenance and operations personnel, and simulating failure or malfunction of an item of equipment on the aircraft
Lead The AIR IPack Team To Complete An Operator’s Certificate And SOPs And Identify Items To Include In The Certification Report, Achieving Results Such As:
Lead the iPack team to complete an operator’s certificate and Standard Operating Procedures (SOPs) and identify items that must be included in the certification report
Guide the iPack team in development or refinement of internal guidance, policies, and procedures that address the formal application letter, the final Statement of Compliance, a copy of the AOC issued, a copy of the OpSpecs issued, and proof of economic authority
Coordinate, organize, manage, and report on the successful deployment of the AIR iPack, achieving results such as:
If necessary, provide advice to the authority on the composition of the AIR iPack team
Prepare for the successful start of the iPack deployment such as gaining access to all iPack materials and information, familiarize with all iPack materials, and gather stakeholders’ contact information. Obtain briefings from ICAO HQ. Operational Safety Section of the Air Navigation Bureau (ANB), Capacity Development and Implementation (CDI) Bureau, ICAO Regional Technical Officers, and iPack State Focal Point. Prepare presentations, organize and conduct the kick-off meeting and closing meeting
Analyse the needs survey and prepare the iPack work plan accordingly in coordination with the Regional Technical Officers for the approval and signature by the Senior Manager of the authority to which the iPack is deployed
Coordinate the list of GSI AIR course participants with the State Focal Point and submit it to ICAO CDI
In addition to regular work sessions, upon request from the iPack team, prepare for and conduct meetings
Prepare the iPack Deployment Report on the objectives achieved, lessons learned, and additional deficiencies identified
Define follow-up actions required and suggested approaches to achieve objectives for implementing Annex 8 and related SARPs for the certification and oversight of air operators and approved maintenance organizations
Ensure that the iPack Deployment Report is well edited and formatted
Obtain the approval of the iPack Deployment Report from the ICAO Regional Technical Officer(s), ICAO HQ. AIR iPack focal point, and iPack State Focal Point
Debrief ICAO at the end of the assignment and provide recommendations for improving the iPack delivery model
Perform any other related tasks, as required to address the objectives of the assignment
Qualification
Required
A first level university degree in aeronautical engineering or in engineering mechanics with major in aircraft structure or equivalent, is required
A technical qualification in aviation such as a maintenance engineering license may be accepted in lieu of the university degree
Considerable experience (ten years or more) in senior position in a CAA Department of Airworthiness
Significant experience (three years or more) working as airworthiness inspector with a CAA in the certification and oversight of air operators and approved maintenance organizations
Extensive experience as airworthiness inspector dealing with airworthiness administration, certification, inspection, approval of overhaul and repair, implementation of acceptable means of compliance
Experience in all aspects of certification and oversight of air operators and approved maintenance organizations, such as review of applications, review of manuals, lists, demonstrations
Experience in preparation and responsibility for implementation of rules, regulations, operating manuals and procedures related to airworthiness inspection and certification
Experience in audit and surveillance duties including timely resolution of known deficiencies
Practical work experience in an air operator or approved maintenance organization applying governmental procedures relating to the inspection and approval of such organizations
Experience in the preparation, approval and use of Maintenance Programmes and other appropriate aircraft engineering documentation
Comprehensive knowledge of certification procedures of aircraft, maintenance facilities, and aircraft maintenance reliability programmes, composites and structure repairs; moderate aircraft accident and incident investigation; experience in general aviation
Knowledge of airworthiness aspects related to MEL, RVSM, CATII/III, ETOPS and other operational approvals
Thorough knowledge of ICAO Annex 6 — Operation of Aircraft, Annex 7 — Aircraft Nationality and Registration Marks, Annex 8 — Airworthiness of Aircraft, Annex 16 — Environmental Protection and Annex 19 — Safety Management, ICAO documents regarding aircraft maintenance and airworthiness
Fluent reading, writing, and speaking abilities in English
Preferred
Certificate in ICAO's Universal Safety Oversight Audit Programme, Continuous Monitoring Approach (USOAP CMA) Computer Based Training (CBT) course before being assigned to the position
Experience in maintenance engineering, design or manufacturing organization
Familiarity with safety management systems and their application in the aviation industry
Experience as an auditor / quality monitor in an international environment
Participation in airworthiness-related subject matter expert groups
Experience in developing and implementing programmes to enhance safety in civil aviation
Experience in international technical assistance or cooperation projects
Experience in preparing and delivering training sessions
Knowledge of any of the other languages of the Organization (Arabic, Chinese, French, Russian or Spanish)
