Deputy Director, Voice of America
The United States Agency for Global Media is seeking a Deputy Director for the Voice of America (VOA). The role involves assisting the VOA Director in management planning and strengthening its programs across various media platforms, while also serving as a principal advisor to enhance VOA's profile and influence policy.

Responsibilities
Responsible for the implementation of policies, program and technical standards to ensure VOA programming and operations are consistent with the VOA Charter and with the Broadcasting Standards and Broadcasting Principles of the U.S. International Broadcasting Act of 1994
Participate in strategic planning process, ensuring that VOA aligns its goals and objectives with the overall strategic themes of the USAGM
Participate in efforts to enhance strategic cooperation between the USAGM entities, as well as efforts to increase - in ways that are consistent with the roles of each USAGM entity - collaboration and coordination with other USAGM entities in the planning, production and distribution of multimedia content
Represent the VOA within and outside the agency, including with senior officials of the State Department, the White House, other USG agencies, outside organizations, associations and groups
Establish and maintain working relationships with representatives of foreign governments and organizations such as other major international broadcast organizations to promote cooperation and, where advisable, planning for mutual benefit
Exercise delegated authority to oversee the overall planning, direction, and timely execution of VOA programs and programming, including development, assignment, and higher-level clearance of goals and objectives for supervisors or managers of subordinate organizations
Exercise discretionary authority to approve the allocation and distribution of funds in the organization's budget
Provide extraordinary leadership for the formulation of VOA positions, goals, objectives and strategies on complex and controversial broadcasting issues

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications
TQ 1: Foreign Policy and National Security Acumen - This qualification requires a general understanding of domestic and international affairs and U.S. foreign policy, as well as the threat posed to democratic institutions and democratic governance by government corruption, global criminal activity, censorship, and election fraud. The ability to comprehend and advance U.S. national security priorities and the national interest is required
TQ 2: Media, Communications, Broadcasting and Journalism Acumen - This qualification requires extensive experience in journalism, news reporting, broadcasting, and/or other media organizations, including experience as an executive news director at a major national news outlet, such as a major national television network news corporation and production experience with various types of programming, including programming in documentary, long-form, web-based and/or other modern formats, for both web and cable distribution and for establishing new programs, to manage the operations of USAGM networks and affiliates
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs
ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people
ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades
ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality
ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable
ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors
Education may not be substituted for experience for this position
Applicants must meet all of the qualification requirements by the closing date of this announcement
Preferred
Preferred 10 or more years of experience as an Executive Producer, preferably with a major national news network and experience managing production at the executive level
