Modal HR Business Partner Manager (DOT Executive IV)
The Maryland Department of Transportation is seeking a visionary and accomplished Human Resources professional for the role of Modal HR Business Partner Manager. This pivotal position acts as the HR liaison between Modal Administrations and The Secretary’s Office, focusing on exemplary customer service and effective teamwork while overseeing various HR functions.

Responsibilities
Provide operational HR support as the designated point of contact for TSO and Modal partners, ensuring consistent interpretation and application of HR policies and procedures
Lead and coordinate the strategic administration of TSO HR functions, encompassing recruitment, employee and labor relations, classification and compensation processes, and major employee programs and events
Understand modal administration operations and advocate for their needs, ensuring their priorities are effectively represented within the TSO office
Deliver high-quality customer service and foster collaborative problem-solving, strengthening relationships across Modal and TSO HR teams
Champion HR best practices that align with MDOT’s goals by engaging Modal and TSO partners in discussions on business strategies and workforce priorities
Partnering with functional areas within HR, TSO, and Modes to develop streamlined strategies and processes for all activities that impact employees to support the modal administrations while closely collaborating with TSO Office of Human Resources
Staying updated on the latest legal and regulatory environments to offer valuable insights into best practices and compliance practices for Modal Administration and TSO personnel
Collaborate with Modal HR Directors on HR Transformation initiatives, contributing to the modernization and improvement of HR
Assuming the role of acting Director of Human Resources in the Director's absence
This position directly supervises TSO staff, provides guidance and policy interpretation to Modal Administrations, and develops MDOT-wide HR programs and policies
Qualification
Required
Strong interpersonal skills for effective customer service and teamwork with various stakeholders
Excellent problem-solving abilities to address complex challenges in HR and policy advocacy
Exceptional advocacy skills to champion best practices and policies for MDOT
Comprehensive knowledge of HR practices, including classification, compensation, recruitment, and benefits
Adept at staying informed about evolving legal and regulatory environments
Leadership skills to serve as acting Director of Human Resources when required
Strong communication and negotiation skills for effective collaboration with Modal Administration and TSO staff
Detail-oriented and organized with a commitment to delivering high-quality results
Adaptable and able to work effectively in a dynamic and evolving environment
Preferred
A bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field
Six (6) years of progressive human resources management experience in leading and administering programs in Labor Relations, Compensation and Classification, Employee Employer Relations, Talent Acquisition, and Benefits
Three (3) years of the six years of experience must involve working with departmental managers as it relates to employee relations issues, collaborating with leadership to align HR strategies and initiatives with the organization's business goals, and supervising others
Experience in state or federal government is strongly preferred (minimum two years)
