Intermediate Portfolio Manager

Systems Planning and Analysis, Inc. (SPA) delivers high-impact, technical solutions to complex national security issues. The Intermediate Portfolio Manager will work as part of the Caledonia Program PfM Support team, developing and implementing plans and metrics for portfolio management processes in alignment with organizational goals.

Responsibilities

Providing plans, schedules, and metrics and measures for PMRs and award fee determinations, as requested by the customer
Will provide support establishing, integrating, and managing PfM processes in line with the Office, Group, Directorate and/or Chief Information Officer (CIO) governance and governance fora
Integrate PfM investment reviews with higher order federal budget processes, deliverables, or initiatives, to address formal and ad-hoc data requirements from the customer
Support, through reports, data analysis, or as needed by the customer, compliance and oversight requirements for technology, resources, or other portfolio requirements
Conduct RFP development, cost estimation, execution, and coordination activities
Implement and execute customer directed process improvements

Required

Active TS/SCI clearance with Poly or willingness to sit for a Poly
Bachelor's degree in related field
4+ years of demonstrated experience supporting enterprise architecture development activities such as the tasks above
NRO or IC mission experience
Ability to excel as a member of a collaborative team through open communication, transparency, and flexibility
Ability to relate professionally with senior Government customers and colleagues
Strong written and verbal communication skills
Ability to report to designated work location in Chantilly, VA, up to full time, based on the needs of the customer

Preferred

BS or MS in Science, Technology, Engineering, or Mathematics
Certifications related to functional responsibilities such as but not limited to Information Technology Infrastructure Library (ITIL)
Familiarity with JIRA
Familiarity with Confluence
Knowledge and understanding of Intelligence Community IT Enterprise (IC ITE) service offerings, architectures, and service adoption
Portfolio Management Training
