Responsibilities
Manage all administrative child support enforcement measures, including Income Withholding Orders, Medical Executions, Bank Liens, Credit Reporting, Federal and State Tax Intercept, DMV License Suspension, Passport Denial, and Professional License denials are properly implemented and enforced. Ensure that noncustodial parents subject to enforcement are provided due process rights and those rights are appropriately adjudicated before such measures are implemented. Promptly evaluate and prepare recommendations to senior management on cases requiring time sensitive decision-making
Oversee implementation of judicial enforcement remedies when administrative enforcement measures fail. Develop investigative techniques and strategies for particularly difficult cases in an attempt to develop cases against respondents who intentionally avoid paying their court ordered child support
Establish goals and measures for assessing accomplishments in conjunction with senior management and identify obstacles to their achievement. Direct and monitor ongoing operations to ensure that program and management goals are met. Conducts ongoing review of program operations to ensure the most efficient and effective processing of cases are implemented
Direct the daily operational activities of enforcement caseworkers, supervisors and directors charged with the responsibility of ensuring employer compliance to secure payments for current and/or overdue child support that are garnished from the non-custodial parent’s wages or other income in the form of an income withholding orders
Direct and oversee the revision and development of new procedures and processes as operational or policy changes require; implements procedures to ensure accountability for activities and performance
Provides senior management oversight/direction for the Enforcement Operations Division by providing supervision, direction and guidance to subordinate staff. Plan and organize related tasks and duties, including evaluations and disciplinary responsibilities within the Enforcement Operations Division
Build relationships with personnel from NYS Family Court, NYC Corporation Counsel, District Attorney’s Offices, the US Attorneys’ Offices and other prosecutorial and governmental agencies. Attends meetings with State and Federal Agencies and/or representatives to develop strategies for legislative assistance and to review internal audits of child support collections
Exercise overall responsibility for confidential personnel matters, including the hiring and disciplinary process. Work collaboratively with OCSS’ Human Resources (HRS) to address and identify solutions to personnel challenges
Qualification
Required
A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level
Education and/or experience equivalent to '1' above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in '1' above
A master's degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience
Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in '2(A)' above for each year of experience up to a maximum of three years
A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience
All candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in '1' above
