Administrator / Supervisor of Clinical Services

Responsibilities
Interpret and execute policies established by the governing authority to ensure consistent operations and compliance with all federal, state, and local regulations
Organize and direct daily agency operations, including clinical and administrative activities
Plan, implement, and evaluate agency programs to meet the medical, nursing, rehabilitative, and social needs of clients
Develop and maintain the agency’s budget in collaboration with the governing authority, ensuring efficient use of resources
Oversee the maintenance of medical and administrative records to ensure regulatory compliance and accuracy
Serve as the primary liaison between the governing authority, professional advisory committee, and agency personnel
Maintain accurate and current public information and coordinate community and referral relationships
Develop a written plan for delegation of administrative duties to ensure operational continuity in the Administrator’s absence
Assume primary authority and responsibility for ensuring the quality and coordination of all clinical services provided by the agency
Supervise, evaluate, and mentor clinical personnel to ensure safe, effective, and compliant delivery of care
Conduct clinical competence evaluations for nursing staff and oversee evaluation of direct care personnel
Participate in the development, implementation, and review of agency policies, procedures, and standards of care
Monitor and review clinical documentation and care planning to ensure regulatory compliance and quality outcomes
Collaborate with interdisciplinary teams, including participation in case conferences, care planning, and performance evaluations
Participate in the agency’s Quality Assurance and Performance Improvement (QAPI) program to promote ongoing service excellence
Ensure compliance with all applicable Connecticut Department of Public Health and Public Health Code requirements
Ensure the employment of qualified personnel and oversee recruitment, onboarding, and performance management processes
Conduct regular performance evaluations and address performance deficiencies through coaching and corrective action when necessary
Provide structured orientation, in-service education, and ongoing professional development opportunities for all staff
Promote a culture of collaboration, accountability, and continuous improvement across all levels of staff
Qualification
Required
Master's degree in nursing with an active Connecticut RN license and at least 1 year of supervisory or administrative experience in a health care setting involving care of the sick
Master's degree in public health or administration (with concentration in health services administration) and 1 year of supervisory or administrative experience in a health care setting involving care of the sick
Bachelor's degree in nursing with an active Connecticut RN license and at least 2 years of supervisory or administrative experience
Bachelor's degree in administration with a concentration in health services administration and 2 years of supervisory or administrative experience
A licensed physician in the State of Connecticut with at least 1 year of supervisory or administrative experience in a health care facility
Continuous employment as an administrator of a Connecticut home health care agency as of January 1, 1981 (meeting applicable grandfathering provisions)
Master's degree in nursing or public health plus 1 year of full-time clinical experience in home health or community health involving care of the sick at home
Bachelor's degree in nursing plus 3 years of full-time clinical experience, including 1 year in home health or community health
Diploma or associate degree in nursing plus 3 years of full-time clinical experience in the past 5 years, including 1 year in home health, and certification in community health nursing or completion of 6 credits in community health theory or healthcare management within the past 2 years
Continuous employment as Supervisor of Clinical Services in a Connecticut licensed home health agency since before January 1, 1979
Comprehensive knowledge of Connecticut home health care regulations and compliance requirements
Demonstrated leadership, communication, and interpersonal skills with a people-first management approach
Strong organizational and administrative abilities, including budgeting, policy development, and performance management
Proficiency in clinical assessment, care coordination, and documentation review
Ability to evaluate outcomes, manage projects, and implement quality improvement initiatives
Skilled in staff supervision, conflict resolution, and team development
Commitment to ethical leadership, patient-centered care, and regulatory compliance
Ability to travel locally up to 10% for staff supervision, client visits, or community engagement
Ability to lift and carry up to 15–20 pounds
Ability to sit, stand, walk, and perform repetitive motions for extended periods
Ability to use standard office equipment such as a computer, telephone, and photocopier
