Assistant City Engineer

City of Cottage Grove is seeking an Assistant City Engineer to manage and direct public construction activities and oversee the delivery of the City’s street improvement program. The role involves reviewing planning cases, managing engineering programs, and providing technical counsel to various city departments.

Responsibilities

Reviews planning cases, including preliminary plats, final plats, site plans, and grading permits submitted by developers to determine conformance with city guidelines, ordinances, and standards
Responsible for overseeing the management of the City’s Municipal Separate Stormwater System (MS4) Permit program
Assist in the management of the City’s right-of-way permitting program
Manages the City’s street improvement program following the Chapter 429 assessment process
Reviews and manages public infrastructure planning and design, including review of private development projects and city infrastructure projects
Acts as liaison with contractors, engineers, developers, utilities, and agencies on improvement projects
Acts as an engineering liaison with the Planning Commission
Assist in planning, directing, and coordinating a comprehensive engineering program for replacement and maintenance of city infrastructure
Provide technical engineering counsel to City Council, City Administrator, Public Works Director and other departments
Assist with planning, organizing, and directing the activities of the Engineering Division including the planning, inspection, and construction of water and sanitary sewer facilities, streets, storm sewers, traffic control devices and all other public improvement; prepare or review all feasibility studies, plans and specs and final design for sanitary sewer, storm water roadway and water main construction
Interprets municipal engineering records and data for other city staff and customers. Coordinates database management for infrastructure
Project manager for engineering contracts with private consultants, including monitoring project budget
Resolve citizen complaints or problems concerning activities of the division; speak before public and professional groups on the plans, objectives, policies and programs of the division attend various meetings and committees; conduct pre-construction conferences as needed
Ensure inspection of all roadways, water distribution systems, sanitary sewer and storm sewer construction; schedule all inspections and monitor progress of projects; oversee final inspection of construction projects and recommend final acceptance
Assist in the preparation and implementation of the City’s Capital Improvement Plan (CIP)
All other necessary duties as apparent or assigned

Required

Graduation from an accredited college or university with a bachelor's degree in civil engineering or equivalent
Current professional engineering license. Must be registered in Minnesota or have the ability to register within 6 months
Six years of engineering experience, four of them with progressively responsible professional engineering experience working in municipal engineering
Must possess and maintain a valid Minnesota driver's license or equivalent out-of-state license
Comprehensive knowledge of the principles, practices, methods, and techniques of civil engineering
Working knowledge of GIS applications
Knowledge of city government processes (i.e. public hearings, assessments, bid letting, etc.), administration and budgeting
Knowledge of city's interrelationships with other governmental bodies (i.e. State Aid – MNDOT, Washington County, Watershed Districts, DNR, etc.)
Ability to express oneself, clearly and concisely, both orally and in writing
Ability to deal effectively with the public
Working knowledge of federal, state, regional, and local laws, rules, and regulations applicable to municipal engineering
Considerable ability to see, read and interpret computer models, technical drawings, reports, and specifications
Considerable ability to research and prepare reports
Ability to schedule and prioritize work with minimal direction and supervision
Ability to establish and maintain effective working relationships with elected officials, City employees and the public
