Regulatory Administrator - EM-05
The County of Hawai`i is looking for a Regulatory Administrator to manage the regulatory and compliance operations for the Department of Environmental Management. The role involves overseeing compliance with environmental regulations, managing permits, conducting audits, and ensuring adherence to local, state, and federal laws.

Responsibilities
Manages regulatory, compliance, violations, and non-compliance operations for the Department of Environmental Management
Monitors and ensures departmental compliance with environmental regulations pertaining to solid waste management, wastewater treatment and disposal, recycling programs, and pollution control
Monitors the status and progress of regulatory and compliance projects, non-compliance, violations, and penalty fees; ensures projects are adhering to timeline; and provides updates to the director
Develops and implements policies and procedures, develops standards and ensures compliance and addresses violations and non-compliance, directs and provides overall program guidance, and ensures compliance with local, state, and federal laws and regulations; provides guidance and training of staff regarding regulatory requirements, compliance, and non-compliance
Oversees the preparation and ensures submission of required environmental permits, renewals, and reports to federal, state, and county agencies
Serves as the point of contact for the department in regard to regulatory and compliance operations; works with other departments, private, local, state, and federal agencies
Ensures the maintenance of accurate and complete records of regulatory compliance activities, including permits, reports, correspondence, and monitoring data
Facilitates inspections and audits, and negotiates permit conditions and enforcement actions
Monitors and evaluates the efficiency and effectiveness of policies and procedures; identifies areas for improvement and recommends corrective action
Stays up to date of federal, state and local environmental regulations relevant to the regulatory and compliance operations of the department
Develops and implements goals, and evaluates and guides department in implementation of environmental and regulatory changes
Drafts and monitors legislation and provides departmental testimony for hearing on pertinent and relevant issues
May supervise, plan, assign and reviews work of subordinates; develop, conduct, and coordinate orientation, training and development of subordinates
Operate a vehicle to perform work-related travel
Performs other related duties as assigned
Qualification
Required
Graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of your official college transcript to your application)
Five (5) years of experience in overseeing or managing environmental compliance programs or projects
Possession of a valid State of Hawai‘i Driver License (Class 3) or any other valid comparable driver license at time of filing (You will be required to submit your valid driver's license at time of hire)
Knowledge of environmental regulations and practices and related guidelines
Knowledge of enforcement and appeals processes as it relates to environmental compliance issues
Knowledge of principles, practices, and methods of administrative and organizational analysis
Knowledge of all pertinent federal, state, and local laws and regulations
Knowledge of principles and practices of environmental protections services
Knowledge of standard and accepted pollution treatment and control processes for air, water, solid waste, toxic waste, and hazardous materials
Knowledge of research and reporting methods, techniques, and procedures
Knowledge of structure and organization of public sector agencies
Knowledge of standard office procedures, practices, and equipment
Knowledge of modern office practices, methods, and equipment, including a computer and applicable software
Knowledge of proper English, spelling, and grammar
Ability to understand, interpret, and explain a variety of highly technical and specialized compliance laws, regulations, and guidelines
Ability to organize, direct, and implement a comprehensive monitoring and reporting program related to a variety of environmental compliance issues
Ability to perform a wide variety of analytical duties and tasks with little to no supervision
Ability to analyze budget and technical reports on a continuous basis
Ability to observe performance and evaluate outside contractors and consultants
Ability to prepare, administer, and monitor assigned budget
Ability to manage a team of professional and technical consultants
Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, recommend/implement effective solutions in support of stated goals and objectively
