Budget Concepts Branch Chief

Responsibilities
Managing a branch of professional staff who develop, interpret, and apply the concepts underlying the Federal Budget to continuously improve related methods, procedures, and controls
Overseeing and providing technical assistance to Federal agencies and OMB program offices in the formulation, execution, and reporting phases of the budget cycle
Representing OMB in interagency efforts, and showing initiative in delivering completed, high-quality, on-time staff products to senior policy officials in OMB, the Executive Office of the President (EOP), and other agencies

TQ 1: Experience in, or demonstrated potential for, leading a team of senior professional staff with a variety of specialized knowledge in budgeting, program and policy analysis, and legislative analysis, as well as effectively using this knowledge to provide technical assistance and guidance to a variety of stakeholders
TQ 2: Ability to clearly present complex budget and policy issues to senior agency staff and policy officials, negotiate resolution of these issues, and implement policy decisions in a manner that achieves timely and effective results
TQ 3: Demonstrated mastery of the budget concepts included in OMB Circular A-11 and the budgetary requirements in Title 31 of the U.S. Code, and the ability to apply this knowledge to draft and score legislation, develop new budget concepts to address emerging issues, and clearly articulate the purpose of complex budget concepts and legal requirements to a variety of audiences
TQ 4: Expert knowledge about the processes and tools used to prepare the President's Budget, track legislative action on the Budget, meet budget enforcement requirements, and apportion and report on the use of funds
ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people
ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades
ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality
ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture
ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors

Subject to a 1-year supervisory probationary period (unless already completed)
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
