Legal Disability Policy Analyst Part-Time
The Commonwealth of Massachusetts is seeking a part-time Legal Disability Policy Analyst to support the Developmental Disabilities Council. This role involves conducting policy analysis, making recommendations, and supporting Council membership education and awareness activities.

Responsibilities
Conduct policy analysis; interpret legislative policies, statutes, regulations, and sub-regulatory documents; develop legislative policy briefs; and provide legal guidance
Develop documentation to support Council policy positions and prepare policy talking points to support Council membership’s public testimony and education efforts
Track, measure, report and communicate on legislative/policy activity to the Policy Committee
Monitor disability policy issues as directed by the Deputy Director
Build working relationships with elected officials, relevant state agency personnel, disability advocacy groups, and others
Participate on committees, coalitions and task forces as assigned
Assist with activities for the Annual Legislative Reception
Assist in the development and implementation of the Council's Annual State Plan
Assist in the completion of the Annual Program Performance Report
Represent the Council at state and national disability related conferences as assigned
Perform related duties as assigned
Qualification
Required
Applicants must have a Juris Doctor (JD) degree, admission to the Massachusetts Bar and experience in disability legal research, legal writing and legal procedures and processes
Conduct research and analysis on relevant legal precedents, statutes, and regulations, and summarize findings to assist MDDC staff
Demonstrated knowledge of state and federal legislative and budget processes, and the ability to analyze, interpret and summarize complicated policy documents
Strong public speaking skills, and the ability to communicate clearly and concisely both verbally and in writing
Comfortable interacting with varied constituent groups who often hold conflicting views
Strong commitment to promoting the full inclusion of people with developmental disabilities in community life
Proficiency in Microsoft Word, Excel, and PowerPoint
Experience utilizing social media tools
Perform related duties as required
