Senior Manager of Clinical Services
Chinese American Service League (CASL) is the largest and most comprehensive community-based organization in the Midwest, dedicated to serving individuals and families, particularly within the Asian American community. The Senior Manager of Clinical Services will lead clinical teams, providing supervision and support to ensure high-quality trauma-informed care and behavioral health services in the community.

Responsibilities
Provide weekly clinical and administrative supervision to direct reports (Behavioral Health Program Coordinator and Brain Health and Caregiving Program Manager) and school interns if appropriate
Provide bi-weekly or monthly group supervision to 5-8 clinicians / interns to facilitate group learning and reflection
Offer timely feedback, coaching, and reflective support to strengthen clinical outcomes of the cases, in addition to the regular supervision meetings
Support and hold accountable an interdepartmental team to ensure compliance with the Client Advocacy Unit Model, meeting the needs of clients enrolled in the Brain Health Program and Behavioral Health Program. Ensure that all services are delivered in a culturally competent and person-centered manner
Proactively aid in recruiting, onboarding, and continuously developing staff members to ensure the department maintains a high standard of clinical and cultural competence
Conduct performance review and stay interviews to support the staff members’ individualized professional growth plans in alignment of the department/agency strategic growth plan
Evaluate, assign cases and assist in creating schedules for staff members in a timely manner to hit the threshold of all referrals are connected within 14 business days
Do departmental/agency training analysis, plan and organize training for departmental and agency staff members
Conduct thorough reviews and signoffs of case notes, treatment plans, and clinical documentation prepared by the school; interns or staff who are not fully clinically licensed to ensure compliance with program and funding requirements within 7 business days upon receipts of the charts/notes/plans; Support the direct reports in doing the same for their teammates
Ensure clinical documentation is completed by the treating staff members within 7 business days
Ensure that treatment plans are renewed at least every 180 days, ensuring they align with client progress and program objectives
Carry a caseload of 5 clients to model clinical best practices
Develop and implement a system for tracking and responding to client escalations and service inquiries to ensure timely and appropriate resolutions. Facilitate triage for complex cases, ensuring clients receive the necessary care coordination or discharge planning
Take on complex cases to ensure continuity of care to clients and families and their complexity of needs are addressed and maintain timely clinical documentation
Troubleshoot systemic barriers to care to clients by doing analysis and planning, implementing and evaluating plans of actions
Develop, evaluate and revise the workflow protocol or policy protocol of the programs for achieving effective and efficient care to clients while meeting the Behavioral Health Clinic and all other applicable federal, state, municipal and city compliances
Perform quarterly audits on the clinical documentation submitted by the clinicians and submit quarterly report to Director for findings and actionable and achievable plans
Work with corresponding staff members for medical necessity audits as requested by external or internal parties
Support the operational oversight of the Brain Health and Behavioral Health programs, ensuring all programs meet performance benchmarks, funding requirements, and client impact goals
Provide guidance to program staff, aligning program goals with the overall mission of CASL
Participate in leadership meetings and support Director of Clinical Services with strategic program planning and implementation
Provide regular reports to Director of Clinical Services on the performance of the programs
Supports Advancement on grant application and renewal for Brain Health and Behavioral Health Programs
Supports and works with direct reports on grant management and meetings with funders
Supports grant reporting and renewal in collaboration with Advancement on their private grant applications for Brain Health and Behavioral Health Programs
Works with Director of Clinical Services on new grant applications
Provide input to Director of Clinical Services on program structure, new service/program development
Support and hold, at minimum, quarterly meetings and workshops with individuals served and community stakeholders to obtain feedback
Support community workshops or partners’ meetings as assigned
Represent CASL to attend external meetings as assigned
Operate the Behavioral Health Clinic in a manner compliant with all applicable State and federal laws, regulations and adopted policies and procedures
Assist the Director of Clinical Services to prepare for the department to move to the next level of accreditation
Be responsible for own professional development, including participating in the supervisory process and using other educational opportunities, both within and outside of the agency
Be responsible for data management using Salesforce and/or Electronic Health Record System
Qualification
Required
Licensed Clinical Professional Counselor (LCPC), Clinical Psychologist, or a Licensed Clinical Social Worker (LCSW) possessing a master's, with a valid license to practice in the state of Illinois is required
A minimum of 5 years of documented clinical work experience in community mental health field and a minimum of 3 years of program management required
A minimum of 2 years of experience in clinical supervision and staff/intern supervision required
Proficiency in English required, with second language proficiency such as Chinese (Mandarin and/or Cantonese) or Spanish a plus
Knowledge and access to a diverse range of diagnostic tools and therapy materials, ensuring high-quality, evidence-based care
Experience managing clinical pathways, caseloads, and other administrative day to day activities (e.g., scheduling assistance)
Strong knowledge of Rule 132 and Rule 140, which cover the Illinois state regulations on governing behavioral health
Experience with Medicaid documentation, IM+CANS, and EHR systems
Willingness and ability to see clients across behavioral health programs including, but not limited to the following: Substance abuse, intellectual developmental disabilities, Alzheimer's and Related Dementias, and moderate to severe mental health disorders
Knowledge and experience with managed care organizations (e.g., prior authorization, billing, auditing)
Knowledge and ability to refer and to connect clients to outside community resources and providers, program collaboration, and behavioral health program growth
Needs to be able to adapt to an ever-changing healthcare landscape and be agile
Solution focused, collaborative, and synergistic team player within the department and within CASL overall
Accessibility to personal vehicle to accommodate home visits, outreach events, and other conferences that arise
Ability to deliver services in the home or other community-based settings
Preferred
Basic understanding of Salesforce or similar data management systems is a plus
Proficiency in using Microsoft 365 applications is preferred
