Supervisory Emergency Management Specialist (Planning Unit Leader)
USAJOBS is seeking a Supervisory Emergency Management Specialist (Planning Unit Leader) for FEMA's Incident Management Assistant Team (IMAT) Program. This role involves executing the full range of planning section responsibilities for active disasters and requires participation in national and regional exercises when not deployed.

Responsibilities
Facilitating the Planning processes and/or leveraging project management principles to enable Agency field program delivery
Supporting and advising customers and program area staff on Planning processes and requirements to enable program delivery
Communicating, collaborating, and coordinating amongst groups of stakeholders with differing priorities by applying planning processes, principles, and frameworks
Organizing and resourcing the work group considering geographic dispersion and extent, incident complexity, operational tempo, operational requirements/constraints, and mission requirements
Analyzing and interpreting agency policy and processes to establish disaster specific processes and products for subordinate managers and/or line employees
Participating in exercises at the national, regional, and state levels; to include all training as required by the position with states and Other Federal Agencies, professional development and emergency management training and workshops
Providing input for the development of and participates in the execution and documentation of functions and plans that affect critical aspects of FEMA's mission, operational responses, and programs
Qualification
Required
You must be a U.S. citizen to be considered for this position
You must successfully pass a background investigation
Selective Service registration required
You must be able to obtain and maintain a Government travel card
Travel will be required
You may be required to be on a 24 hour on-call work schedule during emergency response periods
To qualify for this Supervisory Emergency Management Specialist (Planning Unit Leader) position at the IT-03 level, you must possess one full year of specialized experience equivalent to at least the IT-02 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position
Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Supporting emergency management planning programs by identifying, preparing, and/or implementing planning processes; Analyzing emergency management planning program policies, guidelines, or processes to support disaster field operations at the Federal, State, or local level; and Collaborating with a variety of stakeholders in the delivery of the emergency management programs to develop planning products
