Human Resources Administrator

Education Service Center, Region 2 is seeking a Human Resources Administrator to direct and manage human resource activities. The role involves developing and implementing HR programs, interpreting personnel policies, and providing staff development and assistance to educators and the community.

Responsibilities

Direct and manage ESC human resource activities to ensure legally sound and effective human resource management practices
Responsible for the development and implementation of human resource programs to include employee training, recruitment and staffing, and employee communications
Interpret and recommend personnel policies and regulations for the ESC
Provide staff development and coordinated assistance to educators, parents, and community members
Manage and provide leadership to personnel assigned to programs
Assume responsibility for the success of programs and services assigned through attainment of appropriate outcomes
Maintain an effective, open system of communication with the Executive Director, Deputy Director, Associate Directors and staff
Contribute positively to a climate that is conducive to the maximum achievement of center goals
Communicate and promote high expectation levels consistent with organizational culture
Work cooperatively with staff to select personnel for positions
Assist supervisory personnel in conducting due-process
Plan, evaluate, and administer equal employment opportunity provisions and work cooperatively with others to ensure compliance with federal and state laws and regulations
Coordinate orientation training programs for new employees
Provide updated information to staff, leadership, and external clients as needed to remain in compliance with local, state, and federal laws and regulations
Produce reports and maintain records applicable to job duty
Follow organizational policies, procedures, and protocols, and work to ensure all safety and regulatory guidelines are adhered to
Maintain current knowledge on local, state, and federal laws and regulations relating to assigned program area and job duty requirements
Ensure that the Administrative Procedures Manual is posted online, updated as needed, and available to all employees
Demonstrate a professional attitude as a member of the ESC staff and carry out commitments made to LEA's and fellow colleagues
Exhibit effective interpersonal skills with ESC and LEA staff and maintain confidentiality on matters pertinent to ESC employees
Demonstrate professional support in relations with staff members by genuinely considering the feelings, value systems, interests, and concerns of the individual staff members
Conduct and/or facilitate trainings and provide updated information to internal employees and external customers on assigned program related topics
Perform other duties as assigned
Provide and maintain required personnel and program documentation in a timely manner
Respond to service record requests in a timely manner and keep all records updated on employee absences/leaves
Coordinate employee benefits with business office and cabinet
Take the lead in all matters related to Workers Compensation, engaging service providers and working with employees to ensure all questions/concerns are addressed
Maintain the Human Resource website to disseminate information to employees and the community
Provide training, technical assistance, and support to customers as needed on program related topics

Required

Degree in human resource management or related field
Five years Human Resource experience; and or a combination of five years associated with HR business or supervisory/management experience in a school district for a total of 10 years in senior management/leadership positions
Experience in hiring, salary management, recruitment, grievances, complaints, and worker´s compensation
Ability to interpret policy, procedures, and
Knowledge of school employment law and hearing
Strong communication skills, public relations, and interpersonal
Ability to manage budget and
Ability to plan, implement, and follow-up on staff development and to provide coordinated assistance in the assigned area
Advanced knowledge in the assigned
Knowledge of the selection, training, and supervision of personnel
Manage and provide leadership to personnel assigned to programs or
