Responsibilities
Appraises real estate for highway right-of-way and related purposes at a medium level of complexity
Prepares and submits written valuation reports on projects that require applying theory and techniques of the Direct Sales Comparison, Cost and Income Approaches to value
Research areas in the State of Wyoming for real estate market data, such as comparable sales, rents, property leases, subdivision analysis, capitalization rates, absorption rates, comparable rents, development costs and any other data needed in completing the appraisal
Gathers subject property data, compiles comparable property data including sales, listings, offerings, vacancies, cost and depreciation, income and expenses, capitalization rates, etc
Inspects subject properties and compatibles visually with various land uses to determine how the elements of comparison affect the overall valuation of the properties
Applies proper appraisal valuation techniques, particularly in respect to condemnation work, which entails knowledge of the rules, regulations and laws governing land transactions, Code of Federal Regulations, FHWA, FAA, FRA, water rights law, land surveying, eminent domain law, real estate laws, agriculture and business practices, and irrigation
Ensures compliance with Uniform Standards of Professional Appraisal Practice (USPAP) and federal and state appraisal guidelines
Contact real estate professionals for information regarding local trends, including appreciation and depreciation
Serves as the first contact with Landowners and may work with them to constructively solve problems, and anticipate and diffuse any potential issues before the acquisition phase of the project
Acquires Right of Way for highway and related purposes at a medium level of complexity under the general supervision of a skilled Right of Way Professional
Contacts project landowners as well as other Right of Way team members, in the field or in office reviews, to explain highway construction plans, acquisitions, value estimates, possible damages, and unique issues with projects
Develops contractual agreements for the acquisition of permanent and temporary takings of the landowner's property
Interprets legal real property conveyances and agreements
Interprets engineering plans, zoning districts, building codes, subdivision laws, and mapping systems
Testifies in court as an official expert witness and provides consultation to state attorneys as requested
Examines legal documents and ensures a clear understanding of the document types, purposes, and effects; examines land survey maps and subdivision plats
Constructs title books/reports for use by various positions/departments within the Department of Transportation
Meets directly with landowners or their representatives regarding construction impacts to their properties
Travels to areas throughout the state in various weather conditions to complete job tasks
Prepares vouchers for payments, including computing pro-rata taxes
Meets deadlines critical to construction bid letting target dates
Performs Document Management, including closing and scanning completed projects
Qualification
Required
Bachelor's Degree
0-2 years of progressive work experience (typically in real estate, appraisal, acquisition or title work) with acquired knowledge at the level of a Lands Management Specialist
3-5 years of progressive work experience (typically in real estate, appraisal, acquisition or title work) with acquired knowledge at the level of a Lands Management Specialist
Ability to operate four-wheel drive vehicles as well as all-terrain vehicles
Must possess and maintain a current driver's license for moderate/frequent travel
Preferred
Certification in a Right of Way discipline or closely related field
