Consulting Member of Technical Staff, OCI Networking – Transport Protocol Controllers & E2E Congestion Management

Responsibilities
End-to-End Congestion Management: Develop, analyze, build and deploy transport protocol controllers (hybrid, both loss-based and delay-based) for managing congestion across a variety of workloads and network conditions
System Architecture & Theory: Architect robust, scalable solutions grounded in deep understanding of transport theory and practical constraints—balancing queue management, buffer occupancy, throughput, and fairness
Protocol Design & Optimization: Advance algorithmic approaches to congestion control at both host and switch level, considering the interplay between TCP, RDMA, hybrid transport protocols, and existing network infrastructure
Performance & Diagnostics: Lead investigations into transport-level behavior at scale. Employ sophisticated diagnostic tools and methodologies to analyze network buffer utilization, link bottlenecks, and flow fairness; identify and resolve congestion hotspots
Implementation & Deployment: Guide and contribute to the implementation, integration, validation, and production rollout of novel congestion controllers and related telemetry solutions. Collaborate with hardware, host networking, SRE, and product teams on deployment at massive scale
Cross-team Influence: Serve as a subject matter expert, reviewing designs and advising other engineering groups on best practices for congestion management, data path efficiency, network scalability, and reliability
Research & Thought Leadership: Stay abreast of advances in transport protocols, actively contribute to internal knowledge sharing, and prototyping improvements to make the OCI network world class
Qualification
Required
Foundational expertise in transport protocols (TCP, RDMA, and hybrids)
Experience in designing and optimizing congestion controller algorithms
Ability to develop, analyze, build and deploy transport protocol controllers for managing congestion
Architect robust, scalable solutions grounded in deep understanding of transport theory
Advance algorithmic approaches to congestion control at both host and switch level
Lead investigations into transport-level behavior at scale
Employ sophisticated diagnostic tools and methodologies to analyze network buffer utilization
Guide and contribute to the implementation, integration, validation, and production rollout of novel congestion controllers
Collaborate with hardware, host networking, SRE, and product teams on deployment
Serve as a subject matter expert, reviewing designs and advising other engineering groups
Stay abreast of advances in transport protocols and contribute to internal knowledge sharing
Preferred
Advanced degree (MS/PhD preferred) in Computer Science, Electrical Engineering, Math or equivalent
10+ years of experience designing and deploying large-scale transport control protocols
Deep expertise in congestion control theory (loss-based, delay-based, hybrid algorithms)
Demonstrable experience analyzing transport protocol behavior in real-world environments
Expert knowledge of how buffer occupancy, congestion and flow control algorithms impact performance
Substantial hands-on coding skills in systems languages (e.g., C/C++, Go, Rust)
Excellent cross-disciplinary communication skills

Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
