Responsibilities

In conjunction with the Director of SPO, contributes to the formulation of a vision and strategic plan for the SPO, including the development of goals and objectives that will enable the SPO to accomplish its mission and bridge the gap between present and future organizational requirements
Actively participates in the planning and budgeting process and assesses performance improvement initiatives
Oversees the broader budget process on behalf of the Director of SPO, as needed
Works with the Director of SPO to implement organizational decisions and to build systems and infrastructure to enable the Center to build a foundation for success
Participates in strategies for implementing and tracking the priorities and objectives of SPO
Communicates to the Director of SPO and other managers when adjustments or changes in objectives or shifts in priorities have occurred
Assists senior management in developing plans, related strategic outcome statements and evaluating planning priorities in relation to the service unit and/or Library of Congress initiatives
Assists in refining and updating program plans consistent with service unit priorities
Directs various projects, taking them from original concept to final implementation
Defines project scope and objectives
Develops detailed work plans, schedules, project estimates, resource plans and status reports
Conducts project meetings and is responsible for project tracking and analysis
Manages various contracts in support of CLLE and SPO projects and programs
Ensures that projects have an agreed business case, defined outcomes and a benefits realization plan aligned to the organization’s mission and objectives
Acts as a Contracting Officer’s Representative (COR) for various contracts and is responsible for the successful execution/implementation of the outlined terms
Performs research and analysis tasks related to complex operational processes and systems of the major programs of SPO
The scope of the assessments may encompass large portions or the entirety of programs, or they may be limited to narrow aspects
Designs, recommends and develops data-based assessment plans and/or research methodologies that include guidance on the data to be collected and analyzed and the performance targets to be met
Expresses goals in measurable form that will allow assessment of goal achievement
Provides data analysis, data-based assessment and related reports to support the work performed by various specialists, contractors and others
The purpose of this analysis and assessment is to identify strengths and weaknesses in SPO processes
Assesses and proposes solutions to broad and complex program issues for which previous studies and established management techniques may have proved inadequate
Prepares recommendations for policy to change the way programs are carried out; evaluates the content of new or modified legislation for projected impact upon agency programs and resources; and/or in translating basic legislation into program goals, actions, and services
Analyzes emerging technology that could be leveraged in support of the business processes and information systems used by CLEE and SPO which include Library of Congress systems and external systems
Makes recommendations for the acquisition and/or implementation of new technology based on market research and emerging trends in the industry
Manages those in the SPO internships and Junior Fellows program, including selection and placement
Consults with all levels of management and staff inside and outside of the service unit
Works closely with the Director of SPO, managers and staff to ensure concerns are met
Conducts briefings and presentations to managers and staff inside and outside the Library regarding program matters
Serves on committees, task forces, etc., which have been assigned responsibility for related projects or tasks
Develops and maintains relationships with internal and external entities
Stays current on issues, practices, and trends in data analysis as it relates to SPO goals and activities
Provides advice and assistance to senior management in identifying the kinds and types of data, measures, and outcomes needed to produce plans in accord with the Library of Congress strategic goals, targets, and priorities
Independently drafts memos, correspondence, reports, presentation materials and other complex analytical documents
Coordinates with or leads others to integrate analysis and findings into reports and other public presentation documents
Ensures the strategic objectives conform to measurement standards and provides assistance to senior management in the preparation of the risk assessments and mediation plans, corrective action plans and related reports
