Responsibilities

Serves as the Headquarters, Department of the Army (HQDA) Special Access Program Central Office (SAPCO) Security Manager and Director of Security for the Army Special Programs Directorate (ASPD), Office of the Chief of Staff, Army (OCSA)
Serves as the Army's subject matter expert on the adequacy and effectiveness of security measures governing sensitive activities and protection of Army's Special Access Required (SAR) technology, information, and operations worldwide
Responsible for developing and implementing worldwide Special Access Program (SAP) security policy
Participates as a key management official and subject matter expert in planning, directing, coordinating, facilitating, and assessing the Army SAPCOs security policies
Plans, organizes, supervises, and maintains control of all aspects of the ASPD SAP security program
Supervises a team of SAP security professionals and plans the work to be accomplished by subordinate personnel
Prepare schedules for completion of work; assigns work to subordinates based on priorities, evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters
Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment; resolves complaints from employees; approves leave; identifies developmental and training needs of employees; finds ways to improve production

Required

Must be able to obtain and maintain a Top Secret security clearance based on Tier 5 background investigation and eligibility for Special Access Program (SAP) and Sensitive Compartmented Information (SCI)
Experience providing subject matter expertise in developing, maintaining, and executing comprehensive security policies, procedures, and regulations for Special Access Programs (SAPs) in the Federal Government or similar roles in the private sector
Ability to assess security vulnerabilities and provide strategic recommendations for enhancing SAP security measures or comparable security measures in private sector environments
Ability to effectively manage competing tasks that include threat assessments, industrial and personnel security, information and physical security, and cybersecurity, or similar responsibilities in the private sector
Experience in analyzing complex security challenges and developing innovative solutions within SAP environments or analogous contexts in the private sector
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation
Two year trial/probationary period may be required
In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter
May require Temporary Duty (TDY) travel up to 25% of the time
May be required to take a counterintelligence scope polygraph examination, if required for Special Access Program
This position has been identified for the Security Professional Education Development (SPeD) Certification Program
This position is designated Tier 5, Special Sensitive, High Risk and the incumbent is required to obtain and maintain a Top Secret Security Clearance Level with Sensitive Compartmented Information (SCI) access as a condition of employment
This is a drug testing designated position (TDP) under the Department of the Army Drug­ Free Federal Workplace Program in accordance with AR 600-85
Your resume must describe at least one year of experience which prepared you to do the work in this job
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled
Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series
