Grant Programs Manager / Housing Finance Agency Manager

The State of Minnesota is a mission-focused financial institution seeking a Grant Programs Manager to lead Single Family grant programs. The role involves ensuring compliant and efficient program deployment, managing resources, and collaborating on policy development to support community homeownership goals.

Government Administration

Responsibilities

Procurement, contracting, and contract management
Policy development and implementation, in collaboration with Community Initiatives, Policy and Community Development, and Planning, Research, and Evaluation, and in alignment with Agency and division strategic and work plans
Process development and implementation
Program management systems and workflow design and management
Continuous improvement, including stakeholder engagement
Technical assistance on grant programs and RFPs, in coordination with Community Initiatives, to promote successful applicants and grantees with a clear understanding of the Agency grant management process, requirements, and compliance monitoring expectations
Perform other duties as assigned

Required

A bachelor's degree is required
5 (Five) years of experience in the affordable housing industry, including program management experience, and experience with federal, state, or local government housing programs. Experience should also include knowledge of the real estate development process and housing development finance, or experience with mortgage and downpayment assistance financing
Demonstrated leadership experience, including at least 5 (five) years of management or supervisory experience
Grant or contract management experience, including vendor/grantee management, and oversight of expenditures and disbursements or draws
Cultural competency as demonstrated by skills for communication and relationship building across cultures, and awareness of one's own world view and that different world views exist
Demonstrated experience in strategic and organizational management, including strategic planning, project management, performance management, and applying internal controls and risk management practices
Strong analytical, critical thinking, problem-solving and communication skills, including the ability to comprehend and clearly communicate complex information tailored as appropriate to a variety of audiences, as well as effectively lead, negotiate, and resolve conflicts
Demonstrated ability to effectively use office software tools to create documents, manage data, and communicate effectively with internal and external audiences

Preferred

Master's Degree in business, nonprofit leadership, public policy, public administration, Management or other relevant field
Knowledge of real estate development processes, housing development finance, and mortgage and down payment assistance programs
Experience with state grant or contract management, including knowledge of the State of Minnesota's Office of Grants Management policies and procedures, and/ or experience working within a state, federal, or local government entity
Experience with Minnesota Housing Single Family grant programs or experience with Minnesota Housing mortgage lending programs
Experience with homebuyer education, coaching or advising programs
