Senior Information Technology Project Manager (HHIS/IV&V) # 10876
ECCO Select is a company dedicated to large-scale government technology modernization initiatives. The Senior Project Manager is responsible for planning, executing, and delivering complex IT projects, ensuring compliance with state and federal standards while maintaining strong onsite leadership in Jefferson City, MO.
Responsibilities
Lead day-to-day project execution using PMBOK-aligned methodologies, including scope definition, WBS creation, baseline schedule management, and critical-path monitoring
Maintain full accountability for project delivery, milestones, dependencies, deliverable acceptance, and adherence to contractual commitments
Serve as the central point of leadership coordinating with state agencies, OA/ITSD, IV&V partners, vendors, and subcontractors
Drive the project through all SDLC phases (requirements, design, development, testing, implementation, certification)
Operate within an agency’s governance model, facilitating communication across Steering Committees, Executive Sponsors, and cross-agency partners
Manage governance meetings, reporting cycles, and decision logs, ensuring transparency and timely issue escalation
Work collaboratively with IV&V teams to provide documentation, resolve findings, and ensure alignment with quality standards
Coordinate the work of technical leads responsible for configuration, integration, data conversion, workflow/rules engines, testing, cloud hosting, and security
Direct interface planning and development, ensuring compliance with CMS, MITA, HIPAA, CAQH CORE, ASC X12, and statewide standards
Ensure the integrity of requirements traceability, technical documentation, interface specifications, and data migration artifacts
Oversee and ensure quality and completeness of all deliverables, including project plans, testing plans, conversion plans, governance artifacts, training materials, and operational readiness documents
Ensure all deliverables pass IV&V review and obtain formal State acceptance
Implement corrective actions when risks, issues, or performance gaps are identified
Maintain and manage risk registers, issue logs, and change control workflows
Perform root-cause analysis, develop mitigation strategies, and escalate high-impact risks to governance bodies as required
Ensure compliance with SDLC documentation and phase-gate entry/exit criteria
Provide steady onsite leadership to foster strong relationships with client stakeholders, project teams, and governance participants
Support workshops, JAD sessions, technical discussions, requirement walkthroughs, and UAT activities
Serve as the face of the project to the State, ensuring responsiveness, professionalism, and accountability
Direct daily work of functional and technical project staff, ensuring alignment with schedule and project objectives
Provide coaching, performance input, and workload planning to maintain high delivery standards
Manage subcontractor performance and ensure cost-effective resource utilization consistent with budget constraints
Manage project budgets, forecasts, burn rates, and cost controls to ensure financial stewardship
Ensure all project activities comply with procurement requirements, contractual terms, reporting expectations, and performance standards
Qualification
Required
Bachelor's degree in a relevant field
8–12+ years leading large SLED/FED IT implementation projects, ideally within health and human services related agencies and software technologies. Medicaid knowledge a plus
Demonstrated success managing government clients, IV&V oversight, Steering Committees, and multi-agency stakeholder environments
Experience with PMBOK, SDLC frameworks, and tools used for project scheduling, governance, and quality assurance
Strong understanding of enterprise IT concepts including cloud hosting, system integration, API interfaces, data conversion, security, and compliance frameworks
Outstanding communication, executive reporting, relationship building, and conflict resolution skills
Ability to work substantially full-time onsite in Jefferson City, MO as required by project needs
PMP certification (Required)
Preferred
Certifications in Agile/SAFe, Scrum Master, ITIL, or related disciplines are desired but not required
Experience with CMS certification processes, MITA maturity models, and statewide enterprise architecture is desired but not required
Prior leadership of high-availability, mission-critical, or large-scale IT modernization programs
