Responsibilities

Performs planning of technical activities for design and review of engineering design documents, construction operations, contract administration, technical engineering, administrative work, facility maintenance, dam safety, and grounds maintenance
Directs work for personnel in connection with engineering designs, contract development and administration, and operations, maintenance, and construction of civil works such as dams, roads, levees, hydropower, recreation facilities, and buildings
Develops and manages a routine and non-routine budget associated with the operation and maintenance of a large multipurpose civil works project
Provides program development and implementation for project safety, environmental compliance, dam safety, equipment acquisition and maintenance, and project operation and maintenance
Develops uniform operating procedures and preventive maintenance plans for equipment and facilities
Performs contract administration duties on construction and service contracts such as quality assurance inspections, approving contractor progress payments, preparing and negotiating contract modifications, and investigating claims
Develops employee performance plans, performs employee performance appraisals, and addresses performance problems
Recruits high performing engineering and maintenance personnel

Required

U.S. Citizenship
Bachelor's degree (or higher degree) in engineering from an accredited program
Experience providing technical guidance in at least 3 or more of the following: development of engineering plans and specifications, contract administration, safety and environmental compliance, dam safety, and/or the operation, maintenance, and construction of civil works facilities such as dams, roads, levees, powerplant, recreation facilities, and buildings
One year of specialized experience which is typical of work performed at the next lower grade/level position in the federal service (GS-12)

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation
