Responsibilities

Design and analyze hydraulic systems for flood control, drainage, stormwater, and water management projects

Conduct hydrologic and hydraulic modeling using HEC-RAS, HEC-HMS, and similar tools

Prepare and review floodplain and floodway delineation studies

Ensure full compliance with FEMA regulations and Hawai‘i flood ordinances

Work closely with civil engineers, architects, planners, and construction managers to deliver coordinated solutions

Support permitting, environmental documentation, and technical review processes

Qualification

Required

Bachelor's degree in Civil Engineering, Environmental Engineering, or a related field (Master's preferred)

Hawai‘i PE (or ability to obtain in a reasonable timeframe)

Strong understanding of FEMA guidelines and Hawai‘i-specific flood ordinances

Experience with hydraulic modeling (HEC-RAS, HEC-HMS)

Hands-on experience preparing and reviewing floodplain studies

Strong communication skills and ability to collaborate across disciplines

Preferred

Familiarity with Hawai‘i's unique hydrology and coastal conditions is a plus
